CARE is seeking an experienced Senior Regional Advisor (SRA) to serve as a member of the Supporting Access to Family Planning and Post Abortion Care (SAF-PAC) team within the Sexual Reproductive Maternal Health team, based in Atlanta, USA. In partnership with the SAF-PAC team members, in particular the STA for M&E, and the STA for clinical training, s/he will be responsible for providing strategic support to promote the successful design, implementation and monitoring of SAF-PAC programming in Africa. The programmatic focus of SAF-PAC is family planning, with an emphasis on long-acting methods, and post-abortion and safe abortion care.

Required
Master’s degree, diploma or other similar post-university work in Public Health or related field
7+ years experience in Sexual and reproductive health programming, with an emphasis on family planning
Experience in program design, implementation and evaluation
7-10 years working in Sub-Saharan Africa in health programming
Significant experience as a trainer, and in developing and designing training
Significant experience working in conflict and post-conflict settings, and fragile states
Strong monitoring and evaluation skills
Strong analytical skills and experience with working with HIS data
Excellent verbal and written English skills
Excellent verbal and written French skills
Excellent interpersonal and intercultural communication abilities
Must be able to communicate effectively to a diverse audience
Demonstrated ability to operationalize program strategies
Demonstrated teamwork and facilitation skills
Knowledge of word processing, spreadsheet software and data processing
Desired
MD, MBBS, RN, midwife or advanced schooling in Public Health, Anthropology or Social Sciences
Experience with clinical family planning and post-abortion care programming
Experience working with Ministry of Health staff and managers
Experience working with other community actors (national and local NGO, etc.)
Experience working in refugee camps and rural, under-resourced settings
Experience working with UN agencies and UNHCR, UNFPA, UNICEF
