This Statement of Work covers the need for the services of one (1) graduate student to provide software engineering support to an existing multi-disciplinary team of scientists and engineers at SPAWAR Systems Center Pacific (SSC PAC) located on Point Lorna, San Diego, CA. Intent is to increase the precision, accuracy, and fidelity of modeling & simulation of Meteorological and Oceanographic (METOC)/Environmental Radio Frequency (RF) Propagation of electromagnetic in to provide near continuous decision quality information to U.S. Navy operational forces. Desire is to better understand propagation of high frequency (HF) energy transmission, absorption, and scattering as well as the propagation of Radio Assisted Detection and Ranging (RADAR) and Communications emissions for over-the-horizon (OTH), line-of-sight (LOS), and Troposcatter propagation paths to assist in electronic warfare detection/counter-detection missions.
Must have a BS in Atmospheric Sciences, Geosciences, Mathematics, Statistics or Engineering.
Must be a matriculating graduate student (MS or PhD level) in a mathematics-intensive discipline (other disciplines may apply ifthey have completed the sequences of Calculus, Physics-with-Calculus, and Differential Equations).

Required Knowledge, Skills, and Abilities
Ability to assist with:
Developing, test, and integrate custom software applications that shall be installed on operational US Naval warships (by SSC PAC team) duripg the spring of2014 and later used during an at sea demonstration in the summer of2014.
Collaborating with the U.S. Navy Fleet Numerical Meteorology and Oceanography Center (FNMOC) to develop custom software applications I interfaces to receive and integrate METOC data to support RF propagation M&S/analysis.
Collaborating with SSC PAC scientists and engineers to develop, test, and integrate DoD standard environmental propagation algorithms such as AREPS, VOACAP, NITES NEXT with the custom software applications being developed.
Incorporating algorithms with logic from emerging Fleet Tactics, Techniques & Procedures.
Developing custom software applications, interfaces, visualization tools, and widgets using Microsoft.NET and Ozone Widget Framework (OWF) that in the future may migrate/transition to formal US Navy Programs of Record (POR's).
Developing software which shall directly support other associated planning and decision aids that are capable of continuously performing/calculating threat, vulnerability, and risk analysis.
Developing software applications that support mission planning, execution, and assessment at Operational Level of War
Developing software applications that support mission planning, execution, and assessment at Tactical Level of War.

Preferred Experience/Special Skills
Experience with Matlab
Experience with object-oriented languages (C#, Java, etc.)
Experience with RESTful hosts and clients
Familiarity with Systems Toolkit (STK) and application programming interfaces a plus
Strong scientific and technical writing skills (publications a plus)
