Primary Function / Primary Goals / Objectives:
The technology and operations manager is instrumental in ensuring and improving the performance, productivity, efficiency and profitability of departmental and organizational operations through the provision of effective methods and strategies. Key activities include maintenance of core digital and departmental assets, including hardware and software purchases, workgroup server, Agency DAL, revising SOPs, processes, guidelines, and other operational procedures that ensures smooth operation of various processes that contribute to the production of goods and services of the organization.

SYSTEMS MANAGEMENT

Manages system updates and version control of PPD workgroup server and digital asset library. Maintains database of vendors and software supported and version updates.

Attends industry conferences and software user groups to stay abreast of best practices in e-commerce technology and productivity tools. Manages technical operations resource planning and oversees external vendor activities. Manage maintenance of macintosh-based infrastructure and printing equipment. Provide technical support where necessary.

PROJECT/PROCESS AND OPERATIONAL ACTIVITIES

Measures performance of agency processes and projects, providing innovative recommendations to continually improve process and project quality so that productivity is increased and/or costs are decreased. Specify and purchase the types of equipment needed to fulfill the organizational quality policy. Formulate recommendations for optimum use of the resources of the organization. Manages day-to-day operation needs (badge requests, email sign on, space allocation, corporate network access).

DIGITAL ASSET LIBRARY operational management according to scheduled maintenance plan for upgrades, enhancements, and alignment with business agencies of record. Partner with cross functional groups to ensure coordination and communication between support functions such as purchasing, agency relations or ProMo. Assist in training AORs and other key constituents to ensure compliance with business processes and functions.

REPORTING

Provides feedback to Director as necessary. Liaises with other functional constituents to institute best practices and optimize processes. Assist in the development of strategic plans for operational activity, and implements and manages operational plans. Maximize the output of the various support services in consultation with the IT services personnel—procure servers that helps the organization store large amounts of confidential data in a secure manner. Delivers quarterly reports with executive summary by technological area such as outsourced tech support and DAL administration and maintenance. Review performance data to measure productivity and goal achievement and to determine areas needing cost reduction and process improvement.

Accountability / Scope:
BUSINESS OPERATIONS MANAGEMENT

Periodically audits a sample of project assets to ensure all guidelines are being followed. Ensure that standard procedures are followed when third parties are hired, that the necessary administrative and legal formalities are completed and that third party properly executes the agreed upon SOW terms and conditions.

LEADERSHIP

Acts as a lead for process and project activities, making decisions if within scope of project or within the guidance of the Director. Effectively utilizes all available resources to maximize productivity, motivate team, and encourage innovation. Exhibits critical, creative and strategic thinking with insights and recommendations regarding key business issues.

Leadership skills such as self-confidence, good judgment, decision-making aptitude, flexibility and self-motivation are also required. Attends management training and leadership development courses.

SCOPE OF AUTHORITY:
Work independently to meet goals and expectations of all clients and personnel in the PPD Ad Agency. Ensure that staff adheres to established business processes, including exempt and contractors to meet those same goals and expectations. Participate in negotiating rates with vendors and securing the appropriate talent to operate the agency and meet business objectives

Qualifications

Education:
BA/BS in Communications, Advertising, or Business

Background:
Knowledge of applicable regulations and standards affecting Pharmaceutical Products (e.g. CFR 210/211, cGMP) specifically,

5+ years of experience in the pharmaceutical industry or technical field or related experience required. Familiarity with concepts and languages of health care and therapeutic areas necessary. Knowledge of PhRMA, OEC, and interdepartmental guidelines. Strong project management skills with consistent project execution. Prior systems management experience mandatory. Demonstrate excellent written and oral communications.

Demonstrate ability to work effectively in a team, possess exceptional computer skills and exhibit decisiveness in making decisions. Ability to manage budgets and multiple priorities. Collaboration skills essential. Industry-specific technical, product, and organizational knowledge required. Develops external relationships with agencies of record, trade organizations, support services, and vendors. Maintains knowledge of current software and hardware formats that further agency creative development while maintaining compatibility with industry standards through effective version control. Demonstrates the ability to prioritize and multitask to enhance productivity and manage workload in an appropriate manner. Demonstrates critical, creative thinking, and problem solving skills. Demonstrates discretion when handling sensitive information.
