Coordinates and administers the City's safety and health programs; performs safety inspections of City facilities; conducts accident investigations; monitors and assists in ensuring the City's compliance with regulations governing workplace safety; provides safety training to City employees; prepares and maintains various types of safety records and documentation; and performs other related duties as assigned.

Examples of Duties:

Performs safety inspections of City departments, property, and job sites; monitors for compliance with Federal, State, and local regulations governing health and safety in the workplace. Evaluates and determines safety requirements for City departments; assesses injury potential; identifies and documents safety hazards and/or unsafe work practices. Communicates safety issues to City departments and personnel; recommends measures to minimize and/or eliminate safety hazards; performs follow-up inspections. Conducts accident and injury investigations; documents and reports findings to the Risk Management Division and the City's Safety Committee; participates in filing workers' compensation claims as necessary. Develops, coordinates, implements, and administers the City's safety programming; provides safety and health training to City employees; teaches defensive driving. Interprets, applies, and/or explains OSHA, EPA, TCEQ, and Texas Health and Safety regulations, policies, procedures, guidelines, and standards. Updates and maintains the City's safety training manual and related literature; provides for the availability and distribution of safety materials to City departments. Develops and recommends equipment safety policies, procedures, and standards; evaluates the City's emergency evacuation plans. Compiles statistical data pertaining to safety training, incidents, and injuries; prepares and submits related reports. Serves as Chair of the City's Safety Committee and performs related duties; coordinates and administers the City's Safety Award Program. Coordinates and maintains the City's drug and alcohol testing program; compiles program statistics and completes related reports. Records and monitors Hepatitis B vaccinations for City employees; conducts driving records checks for existing City employees and/or employment applicants. Tracks and monitors the City's hazardous materials and waste management activities; coordinates and prepares hazardous material and waste reporting. Monitors and audits the City's energy bills; maintains compliance with State Energy Conservation Office (SECO) reporting requirements. Performs other related duties as assigned or required.

Minimum Requirements:

Associate's Degree in Risk Management, Business Administration, or related field, and two years health and safety experience; OR an equivalent combination of education and experience. Must possess a valid Texas Driver's License. Occupational Safety and Health Technology Certificate is desirable.

Physical Demands/Work Environment:

Work is performed in a standard office environment and in and around City facilities. Subject to sitting, standing, walking, bending, reaching, kneeling, climbing ladders, and lifting of objects up to 50 pounds. Exposure to variable weather conditions, vehicle traffic, uneven terrain, machinery with moving parts, hazardous chemicals, and infectious diseases is involved when conducting site inspections.
