This position is ideal for an expert security professional looking for an opportunity to play an integral role in shaping Security policies and procedures. The incumbent serves as Regional Security Officer (RSO) and may lead a staff of security specialists, and may direct and oversee the work effort of a staffed contractor security force. This position starts at a salary of $87,306 (GS-13, Step 1), with promotion potential to $113,496 (GS-13, Step 10). EMERGENCY ASSIGNMENT: For all non-bargaining unit positions, the following applies: Every FEMA employee has regular and recurring emergency management responsibilities, though not every position requires routine deployment to disaster sites. All positions are subject to recall around the clock for emergency management operations, which may require irregular work hours, work at locations other than the official duty station, and may include duties other than those specified in the employee's official position description. Travel requirements in support of emergency operations may be extensive in nature (weeks to months), with little advance notice, and may require employees to relocate to emergency sites with physically austere and operationally challenging conditions. Relocation expenses are not authorized for this position.

DUTIES: In this position you will serve as the Regional Security Officer (RSO) and report to the FEMA Regional Administrator or to the Regional Mission Support Director with operational oversight, policy and guidance provided by the Office of the Chief Security Officer, Chief, Regional Operations Branch.
The duties you perform may include, but are not limited to:

---Managing the Region-wide NSI security (non SCI and cyber) program.

---Serving as a Regional representative for all NSI inter and intra-agency, and inter-governmental working groups, counsels, committees, and other government and industrial associations, focusing on Region and national policies for safeguarding NSI.

---Advising top level FEMA Office of Security and regional administration officials and subject matter managers on developments and advances in programs and policies for multiple security disciplines including physical, personnel, administrative, internal controls.

---Serving as the authoritative source and subject matter expert on all matters relative to multiple security disciplines and issues guidance and assistance in the evaluation and analysis of security needs.
---Developing a comprehensive and ongoing security awareness program.

---Administering a multi-faceted security awareness program consisting of briefings, directives, computer based training and audiovisual presentations.

QUALIFICATIONS REQUIRED: Specialized Experience is experience that equipped the applicant with the knowledge, skills, and abilities to perform successfully the duties of the position, and that is in or related to the work of the position to be filled.

Specialized Experience required for this position is --
experience assisting in the planning, development, coordination, implementation or oversight of polices related to dealing with procedures for safeguarding classified national security information (NSI), and sensitive but unclassified information.

Time-in-Grade Requirements for Federal employees: Current Federal employees must have served 52 weeks at the next lower grade or equivalent grade band in the Federal service. The time-in-grade requirement must be met within 30 calendar days of the closing date of this announcement.

Background Investigation : To ensure the accomplishment of our mission, DHS requires every employee to be reliable and trustworthy. To meet those standards, all selected applicants must undergo and successfully pass a background investigation for a Top Secret security clearance as a condition of placement into this position. This may include a review of financial issues, such as delinquency, child support and/or tax obligations, as well as certain criminal offenses and illegal use or possession of drugs.

1. Knowledge and demonstrated experience in Security Programs and functions, in order to develop, direct and implement internal policies and procedures.
2. Skill and experience in conducting investigations, inspections and Federal Security Level (FSL) assessments as well as physical security assessments.
3. Experience in managing facility security, including security systems, HSPD-12 access control, visitor control and collateral material control.
4. Skill in writing policies, procedures, inspection reports, survey findings, plan approaches to problem solving and investigative reporting.
5. Skill in oral communications in order to conduct briefings, interpret investigative findings and training of others in security practices and procedure Under Delegated Examining (All U.S. Citizens), we will use your job questionnaire to place you in one of three categories based on your experience, education, and training.
