The Office of the Commission Comptroller seeks a qualified and experienced procurement professional for the State Corporation Commission. The successful candidate will act as a Team Lead and resource to review the work of and provide guidance and mentoring to other procurement staff for ensuring the Commission's needs are met and ensuring compliance with procurement law, policies, and procedures. In addition to Team Lead responsibilities, other primary duties include conducting formal and informal competitive procurement and contract administration for a wide variety of highly technical and complex goods and services, including information technology; developing and issuing solicitations; developing negotiation points and leading contract negotiations; and evaluating and making contract awards.

Minimum Qualifications
Preferred but not mandatory qualifications for this position include: significant knowledge, professional experience in contract administration and procurement, and application of procurement laws, regulations, policies, and procedures; a degree in Business Administration, Accounting, Finance, or Economics; or any equivalent combination of experience, education, or training. Other significant, related education and experience may be considered.

Applicants must have the ability to research, analyze, interpret, and determine appropriate procurement methods; interpret, determine and apply appropriate contract provisions, terms, and conditions; prepare and conduct competitive negotiations; and prepare and conduct presentations and training.

Applicants must demonstrate leadership skills, strong attention to detail, strong interpersonal skills, and initiative. The ability to apply strong analytical and problem solving skills is required. Applicants must possess excellent verbal and written communication skills; and must be proficient in business English, math, writing, and Microsoft Office applications, including Word, PowerPoint, and Excel.

Applicants selected to interview will be required to provide writing samples of complex (preferably IT) RFP's/RFI's, and the resultant contracts, prepared solely by the applicant.

Certification as a VCO, CPPO or CPPB is also desirable.

Starting salary is commensurate with experience.
