The City of Avondale Finance and Budget Department is establishing an eligibility list for a future opening for a Senior Account Clerk-Water Billing Field Services position.

This position performs field, clerical and accounting work for maintaining and billing of utility accounts. Significant time spent in field for Customer Service work order completion. Crossed trained for office support with counter and phone customer interactions as well as account setup and/or maintenance activities.

Performs re-reads and investigates high/low water consumption or suspicion of meter malfunction that may require meeting with customer on site. Responsible for sewer appeals processing, investigations and determinations. Leaves door hangers notifying customers of problems with account such as high use or non-payment. Performs lock out of meters for closed accounts or nonpayment. Works closely with Water Resources field technicians on meter reading issues and equipment replacement/repair. Reports leaks, reading obstructions, hazards or equipment malfunctions. Updates meter information in billing system, manages lists for meter inventory, repair and replacement requests coordinated with Public Works.

Examples of Office Duties:
Receipts payments from customers, checking for accuracy and posting to proper account. Updates, bills, and reconciles customer accounts. Provides customer information in person or by phone responding to and resolving difficult and sensitive inquiries and concerns from citizens and other agencies regarding charges, delinquencies, refunds and services. Responding verbally or in writing to complaints relating to billing policies and procedures.

Processes applications reviewing for accuracy and completeness and required supporting documentation, data entry to setting up new accounts and collecting of related fees. Manages the service order process by preparing and processing service orders for various city services including but not limited to water turn-ons and water turn offs, water meter installations, meter tests, re-reads, sanitation container deliveries, leak detections and service verifications.

Provides exceptional customer service, maintaining professionalism and courtesy while handling difficult customer interactions in a fast paced, multi-tasking environment.

Typical Qualifications:
Work requires knowledge necessary to understand basic operational, technical, or office processes. Level of knowledge equivalent to high school completion plus some college/technical coursework.

Experience in meter reading, utility field service, cashiering, accounts receivable, billing and/or customer service.

Work requires basic computer proficiency.

Must possess a valid Arizona Operator's Driver's License at time of hire.

Reading: Work requires the ability to read codes and ordinances, instructions and billing forms.

Math: Work requires the ability to perform general math calculations such as addition, subtraction, multiplication and division.

Writing: Work requires the ability to write correspondences and memos.

Supervisory/Organizational Control: Job has no responsibility for the direction or supervision of others.

Work requires analysis and judgment in accomplishing diversified duties. Work requires the exercise of independent thinking within the limits of policies, standards, and precedents.

Supplemental Information:
The incumbents in this position contact others within the organization. These contacts may involve similar work units or departments within the City such as Public Works which may involve decision for customer account management. In addition, these incumbents work with diverse customer base in a fast pace, multitasking environment. Works requires ability to remain calm, professional and courteous with the public. Working with various state and federal agencies may also be required of the employee. Employee must maintain regular attendance.
