The

Senior Compliance Administrator - Testing & Monitoring

will work with the Compliance Manager for Monitoring & Testing and the Enterprise Compliance Manager to design and implement compliance testing programs for multiple departments or functions within Toyota Financial Services. He or she will apply judgment, knowledge, and expertise to influence business managers and peers to ensure enforcement of compliance programs, balancing business strategy with appropriate risk management controls. The candidate will also be responsible for assisting in developing implementation and communication of Compliance missions, goals and strategies. He or she may communicate and interact with regulatory agencies, external consultants, and other internal risk management groups.

Major Duties and Responsibilities:
85% - Position will perform the following staff duties as assigned:

Develop and implement compliance risk testing programs to help ensure TFS compliance with applicable local, state, and federal laws and regulations.

Evaluate the effectiveness of key regulatory compliance controls, as well as compliance with internal policies and procedures, for several TFS business units, including the Sales, Product, and Marketing organization and Commercial Finance.

Build and conduct recurring regulatory risk assessments to help build a compliance risk matrix that will drive the prioritization of compliance testing for impacted business functions.

Analyze the results of compliance testing programs; make recommendations to business and Compliance management on designing action plans for the remediation of compliance gaps; provide business support to implement corrective action plans.

Analyze system data and reports to identify compliance risks and issues related to the TFS operational processes.

Set standards for compliance testing programs throughout the enterprise. Consult with business unit compliance resources on the design and implementation of testing programs.

Work closely with the respective business lines to develop policies, procedures, risk controls, and systems to ensure compliance exposure is managed effectively.

Help lead the integration of compliance into the day-to-day functions of the business lines, including leading the development and delivery of relevant compliance training.

Implement a consistent review and approval process for projects and new product/business development initiatives where there are compliance implications.

Develop and maintain regular management reporting of compliance issues related to the Sales, Product, & Marketing Department and Commercial Finance Division including findings, trends, and risk forecasts.

Participate in established projects and new products business meetings; in conjunction with the Monitoring & Testing Manager and the National Enterprise Compliance Manager, review and approve projects or new products where there are compliance implications.

Manage the tracking and reporting of open compliance issues and report findings to senior management.

Partner with Legal, Compliance and Risk as needed to prepare for and coordinate responses to regulatory examinations and internal audits/reviews.

Collaborate with Legal and business management to assess risk related to business practices/processes on an regular basis

15% - Survey the financial services industry and regulatory environment for changes to related regulations and requirements:

Assists in monitoring regulatory compliance developments, ensuring that impact is properly evaluated and required actions developed, implemented and communicated to ensure adherence as required.

Works with Legal department to obtain legal interpretations of new laws, partners with affected business units to develop new regulation implementation plans, and helps to manage implementation process.

Assists in review existing business policies and procedures and help to integrate compliance in to day-to-day processes.

Qualifications

TFS is looking for individuals with strong business sense and practical expertise. Successful candidates should have:

Technical Requirements:
Advanced level of proficiency in Microsoft Word, Excel, PowerPoint, Visio and Lotus Notes

General understanding/proficiency in database applications such as Microsoft Access

Previous experience with Toyota Financial Services applications (DMS, Stellent, Stars, etc.) is a plus.

Experience/Educational Requirements:
Bachelor's degree in Business Administration (Finance or Accounting) or Economics preferred; or equivalent work experience in a related field; or professional compliance certification.

7-10 years of experience in a compliance or internal audit / control role in the automotive finance industry preferred.

A strong understanding of TFS policies and procedures and the ability to analyze and recommend changes that both increase compliance risk mitigation as well as enhance business process efficiency wherever possible.

Ability and interest to learn complex state and federal regulatory requirements and their applicability to TFS.

Ability to evaluate risks and identify mitigating internal controls.

Ability to perform Root Cause Analysis.

Strong organizational skills with the ability to manage multiple projects or priorities simultaneously.

Ability to prioritize among competing initiatives with minimal direction.

Strong written and communication skills.

Comfortable interacting at all different levels of the organization to ensure that Compliance goals and initiatives are successfully implemented.

The ability to interface effectively and build and maintain strong relationships across multiple business units.
