Plan, direct, control and manage the activities involved with negotiation, preparation, monitoring and termination of contracts between the company and customers to ensure the fulfillment of all contractual obligations. Develop and administer contract administration policies, systems, procedures and methods.
Manage and coordinate contract administration activities to ensure that contractual obligations are maintained in a manner that ensures good customer relations while representing the interest of the company.
Advise management of contract obligations, deficiencies, commitments, and performance. Coordinate pre-award negotiations between company and customer/vendors.
Reviews all contract modifications and proposals for completeness, compliance and accuracy. Responsible for FAR compliance (for government contracts) regarding proposal content and traceability. Advises and guides Contract department regarding export and control and licensing matters to ensure senior management kept fully aware of company’s compliance.
Participates in contract disputes, claim resolutions and outside audits. Reviews and resolves issues affecting assigned SBU or company compliance and ensures satisfaction of legal requirements, company and customer objectives. For government contracts: coordinates cost proposal audits by government auditors and supports DCAA and DCMA with costs analysis for audit.
Responsible for coordinating, formulating and generating the pricing submission. Participates in the proposal review, approval and signoff activities, ensuring adherence to established policy/procedure. Ensures compliance with the Truth in negotiations Act (TINA) where applicable, and obtains the related signed certification for delivery to the customer.
Determines when an audit of a subcontractor proposal is necessary and leads the execution of such. Develops and monitors the small business subcontract plan as may be required under the contract. Monitors subcontractors for adverse cost, performance, and/or schedule issues.
For some contracts, completes and prepares the analysis for the SF 294 and SF295 subcontracting reporting forms and work with the Small Business Administration office in the submission on these forms due twice a year.
Obtains Non-Disclosure Agreements (NDA’s) and Proprietary Information Agreements (PIA) as required for consultants and other outside labor deemed necessary for performing the contract.
Ensures WAWF forms are submitted via WAWF website for payment purposes and resolves contractual issues that prohibit timely payment of submitted invoices.
Manage the preparation and processing of all claims to settle completed and terminated contracts in timely manner. Available to assist in the support of audit.
Bachelors’ degree in business administration or equivalent, with five plus years of applicable experience in contract negotiation and/or administration.
