The City of Manhattan Beach is now accepting applications for the position of Senior Human Resources Analyst. The Senior Human Resources Analyst is a key member of the Human Resources Department and will report directly to the Human Resources Director. This "At-Will" position will have a variety of challenging responsibilities that provide support to all City departments.
The ideal candidate will have experience in all levels of recruitment and selection, in variety of employee/labor relation issues including conducting investigations, experience conducting classification and compensation studies, as well as a strong generalist background, have experience working with all levels of management cooperatively and will bring an open mind for innovative ways to approach HR issues.
JOB FUNCTIONS : The listed tasks are essential for this position and may include, but are not limited to, the following: recommend and administer personnel policies and procedures; assure compliance with Federal, State, and City laws and personnel regulations; supervise staff; plan and manage recruitment processes; develop and administer testing processes; perform job analyses and compensation studies; administer automated personnel systems; provide quality customer service; manage personnel services budget; evaluate and direct the City-wide training program; prepare information and participate in the City's labor negotiations process; facilitate conflict resolution and administer collective bargaining agreements; and evaluate innovative trends in human resources administration. May be required to work shifts, weekends, and/or holidays.
Training and Experience : Requires a bachelor's degree from an accredited college or university with major course work in human resources, public administration, business, or a closely related field and three (3) years of increasingly responsible experience in human resources administration which includes experience in recruitment, selection, classification and compensation, and employee relations. Experience in public sector and prior supervisory experience preferred.
Licenses : Must possess a valid California driver's license at the time of employment.
Knowledge, Skills and Abilities : Must have considerable knowledge of modern policies and practices of human resources administration, including employee classification, compensation and benefits, recruitment and selection, training and labor relations; skill in analyzing personnel programs and systems; personal computer proficiency; have the ability to direct and coordinate the the work of others; identify alternative solutions, project consequences of proposed actions; implement recommendations; interpret Federal, State and local government legislation; effectively communicate complex and detailed information orally and in writing and establish and maintain effective working relations with the City Council, department management, employee group representatives, employees, and the general public.
PHYSICAL DEMANDS AND WORKING CONDITIONS: While performing the duties of this job, the employee frequently sits, stands, walks, and uses a telephone and personal computer with VDT screen for extended periods of time. The employee must be able to occasionally stoop, balance, kneel, and use arms, legs, and back to reach for, lift and/or move objects up to 25 pounds. May occasionally drive to specific locations.
