Position Summary: This position involves providing high-level specialized professional expertise to the Research department and the Center for Great Public Schools (CGPS). The essential functions of this position include conceptualizing, designing, and executing a large-scale, multi-year study of teacher peer assistance and review (PAR), starting with the development of a successful grant proposal. Other functions include conducting and/or consulting in a broad range of survey-based research and secondary analyses in areas such as teacher quality, teaching and learning, education policy and practice, and membership targeting/organizing; providing expertise and skills in advanced multivariate statistical methods; developing written reports, publications, graphics, and presentations accessible to diverse audiences. To carry out responsibilities, the incumbent uses a personal computer, associated software, other office technology and travels occasionally.

Required Skills Qualifications: Minimum Education Requirement: Ph.D. in Sociology, Economics, Statistics or related discipline, including advanced graduate studies that provide a solid foundation in research methodology and statistics or an equivalent combination of education and experience from which comparable knowledge and skills may be acquired. Minimum Qualifications: Four years of progressively responsible experience in education research involving the application of advanced statistical techniques in the analysis of complex data sets; experience in developing grant proposals and in heading major research projects; experience in public speaking, with proven ability to communicate complex ideas to professional and lay audiences. OTHER REQUIREMENTS: Some travel required (approximately 15-20 overnights per year). At least one week prior to interview, applicant must provide copy of one successful grant proposal and one research report, article, or brief on any education-related topic, designed and written by applicant.

Required Experience Selection Criteria: Tier 1 (Essential): Extensive knowledge and practical experience in conceptualizing, designing, and executing complex research projects in the field of education. Strong track record in writing successful grant proposals. Training and experience in advanced statistical methods, including randomized controlled designs, multi-level regression analysis, discrete data analysis, etc. Training and/or experience in designing complex samples and computing appropriate tests of significance for such designs. Extensive knowledge of key education policy issues, especially in areas relating to teacher evaluation, induction, and professional development. Expertise in analyzing large data sets using SAS, STATA, or SPSS. Proven project management skills and ability to allocate time and resources toward the completion of complex projects with demanding timelines. Demonstrated ability to synthesize and interpret quantitative research documents for professional and lay audiences. Proven oral and written communications skills. Tier 2 (Significant): Knowledge and experience calculating the cost of projects, delineating the scope of work in contracts for services, and monitoring/evaluating contractor activities and products. Significant experience in collaborating with others for purposes of identifying, defining and solving problems. Membership and active participation in professional organizations. Tier 3 (Desirable): Experience in using national data sets, particularly those maintained by NCES, Census Bureau, and other Federal agencies (e.g., Schools and Staffing Survey, Common Core of Data, American Community Surveys, Current Population Surveys, etc.). Capacity to work effectively within the context of the NEA, an advocacy organization. Extensive networks within academic and policy communities. Knowledge of NEA’s mission and strategic focus.
