The Test and Evaluation Organization of AMERICAN SYSTEMS currently has an opening for a Senior T&E Engineer/Analyst to support the Operational Test and Evaluation Force (OPTEVFOR) in Norfolk, VA.
The candidate shall provide technical and analytical support to Commander, Operational Test and Evaluation Force (COMOPTEVFOR) in standardization to command test engineers, analysts, operational test directors (OTD) and operational test coordinators (OTC). The candidate will contribute to an upgrade of the command knowledge based management system by identifying requirements to support the operational processes of test planning and analysis.
Document Review: review and comment of test planning and support documents and analysis of post-test quantitative data for validation prior to promulgation of final reports. Review proposed measures of effectiveness and suitability, their applicability and adequacy to effectively evaluate system performance. Provide professional guidance and work closely with OTCs and OTDs on the interpretation of operational effectiveness and suitability attributes, measures or parameters applicable to specific programs.
Develop Test Procedures: develop and standardize the technical criteria, test methods, and procedures for the design and execution of operational test and evaluation of electronic warfare (EW) programs. Provide technical and analytical expertise in the interpretation of test results and the characterization of risks and deficiencies affecting the EW mission area.
Test Plan and Test Report Development: collaborate with the OTDs and OTCs during the development and iterative revision of test reports. Select and analyze data collected to accurately evaluation mission COIs and SUT and SoS performance under a robust set of conditions and military operations. Ensure results are presented in a clear and concise format that effectively communicates the purpose, conditions, findings and the mission impact of any deficiencies or risk area.
Technical Liaison: establish a working group with academic institutions that excel in the areas of test and evaluation, design of experiments and statistical analysis to cultivate access to technical expertise that can augment the current T&E workforce.
Knowledge Management System Development: provide guidance on updating the command knowledge management system to support the operational and reporting processes associated with mission based test design, design of experiments, test execution and analysis. Review database requirements for data collection and analysis and the capability to track and report the status of risks and deficiencies.
Program Management Support: provide monthly report on the progress of work on assigned tasks, conferences/meetings attended, work plans and the expenditure of funds, and labor hours during the month.
