The Natural Resources Conservation Service provides leadership in a partnership effort to help conserve, maintain, and improve our natural resources and environment.

What does a NRCS Soil Conservation Technician do?

Assists the District Conservationist in carrying out coordinated soil and water conservation programs. Responsibilities include providing technical support services and scheduling the installation and application of conservation practices. Works within a team concept to develop and implement ways to improve the efficiency, effectiveness, and quality of the products and/or services provided to internal and external customers. The work requires review of cost-sharing requests under the provisions of federal, state, and possibly local agricultural programs.

IMPORTANT INFORMATION FOR SURPLUS OR DISPLACED FEDERAL EMPLOYEES - Career Transition Assistance Plan (CTAP) and Interagency Career Transition Assistance Plan (ICTAP) is available to individuals who have special priority selection rights under this plan.   • Develops conservation plans for agricultural enterprises where resource concerns are similar to those previously encountered; and applies and installs appropriate practices
  • Assists land users in planning and maintaining soil and water conservation practices giving site technical assistance.
  • Plan, designs, layout and certify a wide variety of conservation practices. Practices include engineering and non-engineering practices such as filter strips, riparian buffers, grass waterways, terraces, and waste management systems.
  • Explains various cost-sharing programs such as EQIP, CRP, CREP, and WHIP to land users and utilizes these programs in recommending revisions to plans.
  • Utilizes available field office automation such as Customer Service Toolkit and Performance Results Systems (PRS).

For grade GS-4, applicants must have 6 months of general experience and 6 months of specialized experience in a conservation-related field as defined below.

Substitution of Education for Specialized Experience - Transcripts MUST be provided at time of application

For grade GS-4, successful completion of 60 semester hours of college courses that included at least 12 semester hours in the following course areas is fully qualifying for grade GS-4. These courses are agriculture, civil or forest engineering, crop or plant science, forestry, natural resources, outdoor recreation management, range management or conservation, soil science, watershed management, wildlife fire science, wildlife management, and up to 3 semester hours in mathematics is creditable.

Specialized experience is defined as follows :
For grade GS-4 - work that provided knowledge of soil and water conservation principles sufficient to equip the applicant to assist land managers in applying a limited range of standard soil and water conservation practices. Examples of qualifying specialized experience include performing procedures related to use of dumpy level, alidade and planetable; control of sheet and gully erosion; installation of standard erosion control, irrigation or drainage practices; use of soil survey maps; gathering various types of field data.

Management has the prerogative to select at any grade level for which this position has been advertised. If you are placed in this position at a grade lower than the target grade (i.e. the promotion potential grade), you may be promoted to the target grade without further competition. However, there is no commitment or obligation on the part of management to promote you. Your promotion will depend upon the continuing need for that level of work to be performed and your aability to perform the higher level duties.
