DESCRIPTION

The Solid Waste Technician will help support the solid waste program located at Ft. Bliss, Texas. The Solid Waste Technician will perform complex technical operations and administrative functions associated with the daily operation of the Ft. Bliss recycling program to ensure compliance with federal, state, county and city codes and regulations. This is accomplished by planning, organizing and coordinating activities through the Ft. Bliss recycling program. Technical duties include monitoring, data collection, data analysis, and field training. In addition to the technical duties, this position performs administrative activities and supporting a team environment.

DUTIES

Essential Job Duties and Responsibilities: ** Conduct daily audits of all assigned recycling containers across the Ft. Bliss footprint.** Data input of audit results of the respective recycling containers.** Conduct EPAS inspections.** Conduct building assessments to determine recycling needs of a building.** Work with individual units and directorates to establish recycle right behaviors.** Participate and assist with planning in outreach activities including (but not limited to) Amigo Airsho, Armed Forces Day, Installation Clean-ups, and Shredder Day.** Partner with City of El Paso and Keep El Paso Beautiful and other community organizations.** Survey recycling containers for maintenance issues.** Assist the Recycle Trainer with trainings.** Operate standard office equipment including a personal computer using software and program applications appropriate to assigned duties.** Establish and maintain effective working relationships with customers, contracted agencies and workers, other employees, supervisory personnel, and the public.** Communicate clearly and concisely, both orally and in writing. ** Knowledge of city, federal, state and county solid waste and recycling laws and codes.** Knowledge of solid waste and recycling collection and disposal operations, materials, methods, principles, practices, and equipment necessary for efficient collection and disposal of refuse or recyclable material.

QUALIFICATIONS

Minimum Qualifications: The requirements listed below are representative of the knowledge, skill, and/or ability required. ** Education must be a four (4) year college degree in Environmental Science, Marketing, Journalism or Business Administration.(An Associates Degree and relevant experience may be considered for this position)** Training and/or education experience.** Knowledge of recycling and/or environmental sciences a plus.** Possess excellent customer service, communication, presentation, problem solving skills. ** Experience with public speaking and presenting both one-on-one and groups.** Experience and proven success in working in diverse communities and community resources. ** Computer Skills: Proficient in Microsoft Office Products-Excel, Word, Publisher and PowerPoint.** Familiar with environmental and, in particular recycling terminology a plus.** Must have strong interpersonal skills.** Excellent oral and written communication skills.
