General Summary:
Manages and coordinates operational activities of the railroad and any assigned customer car fleets.

Essential Duties and Responsibilities include the following. Other duties may be assigned, as requested or required.

• Utilization of owned / leased / stored Watco or assigned Customer Fleets.

Responsible to understand service cars are being utilized in and strive to insure equipment receives maximum utilization. Report to the General Director of Fleet Management any changes made to fleet assignments.

• Car Hire, Regulations - De-prescription, property taxes, etc.

Will help insure these are up-to-date on equipment assigned to monitor. Work with Car Accounting Department concerning potential off-line earnings. Know and understand all rules and regulations regarding car ownership.

• Protect assets by being aware of industry rules & regulations

Maintain education on all current rules governed by the AAR, Railinc and any Class 1 changes that would affect WATCO Companies or an assigned Customer’s Fleet; i.e. de-prescription, DDCT, UMLER etc.

• Velocity reports on assigned equipment

Generate reports that show velocity of assigned fleet, and insure these reports are sent to specified personnel. Understand these reports and how they can improve asset utilization.

• Due diligence / ROA analysis

Car supply; lease vs. purchase. Work with finance to justify which is our most economic option. Provide information to operations and marketing for decision-making purposes.

• Strategies

Work with Watco Marketing department and our customers to ensure we don’t fail to capture the opportunities that will provide revenue benefit to the bottom line as well as sufficient car supply to keep our customers satisfied and our contractual obligations met.

• Market knowledge, organized communication

Will communicate with outside leasing companies and car owners as well as internal customers of Mechanical, Operations, Customer Service and Support, Marketing and Finance, so person must be well spoken and comfortable in dealing with others.

 Return on asset improvement for all assigned railcars.

 Identification of railcar requirements (Marketing Revenue stream and timelines, velocity calculation on turn times.).

 Identification/verification of customer expectations and specifications

o Car ordering process to be utilized.

 Review Pro forma monthly with reporting to management

o Car performance vs. pro forma

o Pool of cars performance vs. pro forma

 Leased Assets

o Meets customer needs and specifications

o Properly assigned fleets or pools

 Monitoring and assisting in mechanical & storage

o Help insure invoices are processed and audited timely for freight, storage and mechanical invoicing.

 Maintain Master Contract software for fleet leases and storage contracts

o Will update and maintain contracts as requested by supervisor.


Requires knowledge, skill, and mental development equivalent to the completion of two (2) years of college with courses in business management or marketing and three (3) years' experience in fleet management or any equivalent combination of training and experience.

Knowledge, Skills, and Abilities:
• Car knowledge, advising best options for our company

Has knowledge of car types, fleet vs pool assignment and general empty return instructions in order to better distribute equipment.

Knowledge of car ordering process to improve asset utilization and educate customers(both internal/external) to the benefits of following these procedures.

Physical Demands:
The physical demands described here are representative of those that must be met by an employee to successfully perform the essential functions of this job.

Must be able to stand and walk to file cabinets, office equipment and supplies, and other offices 15% of time.

Must be able to sit at desk to perform duties 75% of time.

Must be able to occasional perform inspections in the field that require the ability to crawl on and/or around equipment.

Must be able to use hands to finger and feel keys on keyboards and calculators 75% of time.

Must be able to reach with hands and arms to file, grasp, and maneuver timesheets and timecards; and/or reach and operate personal computer and office equipment 100% of time.

Must be able to stoop or kneel to reach file drawers, cabinets 5% of time.

Must have close vision and ability to adjust focus to operate personal computer, calculate, compile and enter information from timesheets and timecards.

Must be able to talk and hear to communicate with co-workers, workers in other locations, business associates, and management 100% of time.

Physical Dimensions:
The employee in this job is required to exert up to 50 pounds of force occasionally and up to 10 pounds of force regularly.

While performing the essential functions of this job, the employee is in an office environment unless required to perform an inspection in the field.

Supervisory Responsibilities:
Will maintain assigned fleets of equipment.
