Requires 8+ years experience in joint test and evaluation, to include understanding of joint test and evaluation procedures and conduct of Director, Operational Test and Evaluation (DOT&E) test operations. Needs to have an understanding of test and evaluation processes and data management, and analysis planning to include methods of data collection, data processing and validation, data analysis, and results presentation. Strong graphic and Microsoft Office experience is required.
Operational experience in United States Pacific Command (USPACOM) and components mission areas and responsibilities is highly desired.
An understanding of DOD Networks and vulnerabilities to advanced persistent threats (APT), Cyber Situational Awareness (SA) informed by heuristic and rule-based sensory data, DOD network heuristic and rule-based sensor capabilities to detect and assess APT intrusions into DOD Networks, and heuristic and rule-based sensor integration to improve detection and assessment of advanced intrusions is highly desired.
Experience in joint tactics, techniques, and procedures (TTP) and operational concept development is desired.
Experience in test planning, especially Joint Test and Evaluation (JT&E), is desired.
Experience in operations research and analysis—including experience in practical application, quantitative and qualitative analysis methodologies, application, and tools, as well as an understanding of methods of analysis planning, determination of measures, and data elements is desired.

This position will serve and the lead contractor in support of the QRT Test Director for the Heterogeneous Sensor Integration (HSI) QRT program. They will be responsible for daily supervision of the contract team and responsible to ensure the charter of the HSI program is executed in accordance with TD and Charter direction. The HSI QRT project is directed to develop and evaluate tactics, techniques, and procedures (TTP) for training, alignment, and integration of heuristic sensors with existing, signature-based sensors to enhance situational awareness of key terrain in cyberspace.
