The Health and Civilian Solutions Division (HCSD) of GDIT is seeking an experienced Director to oversee and be responsible for all programmatic aspects (P&L, customer relations, financial management, business development, and resource management) and the successful completion of tasks across both the US Postal Service (USPS) Enterprise Technology Services (ETS) and USPS Legacy contacts. To support and continue the rapid growth we have experienced, the successful candidate will serve as a strategic market area expert and GDIT representative for assigned USPS customer(s). Responsibilities will include developing and advancing a trusted relationship within all levels of the USPS organization. In addition to overall program delivery responsibilities, strong focus on facilitating opportunity identification, marketing the full range of corporate capabilities, facilitating industry relationships, and maximizing internal collaboration. Specific duties in this area will include:

  • Responsible for the growth, delivery, and customer satisfaction of the GDIT program(s) in USPS
  • Developing a roadmap to identify emerging opportunities and provide solutions that leverage existing GDIT core capabilities across the ETS IDIQ
  • Research, evaluate, formulate, recommend and execute strategic and tactical pursuit plans for selected new opportunities to expand GDIT's USPS presence
  • Develop strategies (win themes, management solution, technical solution, teaming, pricing recommendations), coordinate corporate resources, assess competition, build teams of subcontractors, present decision gate briefings to executive management, and manage assigned B&B and Selling budgets
  • Work with the Civilian Solutions Section Vice President (VP), Corporate Business Development (BD), and Division Program Managers to position, bid, and win business
  • Lead, Supervise, and mentor Program Managers and senior support staff to ensure the accomplishment of all revenue and profit goals and associated objectives
  • Responsible for overall execution of business area programs and projects: achieving department revenue and EBIT goals and program cost, schedule and technical milestones and deliverables
  • Interface with and actively participate with customers to meet customer and organization work objectives and serves as a liaison with customers to coordinate activities, negotiate tasks, and solve problems
  • Lead and manage distributed group of program managers and work very closely with the Business Development and the Technical Services teams to ensure the program area's business growth and client satisfaction
  • Direct recruitment and hiring as necessary to maintain staffing level, and to meet long-term needs and surge requirements
  • Prepare business planning information including budgets (revenue, costs, and profit projections), cost estimates, salary plans and investment funds requests
  • Conduct monthly project reviews of projects against plans (direct labor, revenue, profit, discretionary spending, DSO, AR, etc.) in conjunction with Division Finance Director and policies
  • Supervise the preparation of, approve the submission of all status reports (internal), and ensure external reports are prepared and submitted.
  • Review and understand contract documentation to include SOW/SOO/PWS's and terms and conditions and monitor contract performance in accordance with approved documents
  • Monitor AR and AP to ensure timely collections and payments to vendors, subcontractors and consultants
  • Contribute to the determination of costing solutions and participate in significant aspects of the financial assessment
  • Conducts regular contact visits with contract customers to ensure awareness of customer needs, priorities and level of satisfaction of services rendered
  • Performs business development activities, including the preparation and review of technical and cost proposals. Support or lead the development of technical volumes of strategic bids across multiple government agencies.
1. Bachelors Degree in a related business or technical discipline, or the equivalent combination of education, technical training, or work/military experience.

2. Masters Degree Preferred.

3. Professional certification (PMP) preferred.

15-20 years of related program management experience.

The successful candidate will have a Bachelor's degree in business, computer science, engineering, or equivalent or equivalent work experience. Minimum of fifteen (15) years of relevant experience in the following areas: capture or program management of complex programs and operations, including the implementation of major operations in short timeframes, management of combined direct and matrix workforce with a wide range of job functions and skill sets.

Demonstrated ability with the following:
  • Demonstrated understanding and experience across USPS HQ, major facilities and the IBSSCs (to include both IT and engineering services organizations)
  • Proven track record of business growth and client satisfaction within USPS
  • Demonstrated experience increasing the revenue and EBIT of an organization while supporting corporate objectives
  • Experience leading a $25-50M P&L organization
  • Contribute to the determination of costing solutions and participate in significant aspects of the financial assessment
  • Exceptional client interfacing skills
  • Exceptional listening, creative, and deductive listening skills
  • Ability to think clearly under pressure, and under tight deadlines
  • Skilled in the selection, development, and management of program and business delivery staff, with the track record of consistently identifying, developing, and mentoring functional and operational leaders
  • Strong skills in communicating orally and in writing with customers, employees, and industry leaders
  • Strong skills in adapting style in divergent situations with multiple stakeholders
  • Excellent business and financial knowledge
  • Experience in managing multiple types of medium to large contracts including Fixed Price, Cost reimbursable, and T&M required.
