Under the direction of the Chief, Application Analysis, Development & Support: Plans, estimates, organizes, designs, creates and modifies technical system specifications while evaluating software and user requirements. Engages in small-medium work efforts (uncommon, common, incidents and project components) to design business applications and oversee delivery of information to application users. Does research on user reported applications issues; analyzes, develops a plan and identifies solution to resolve the issue. Works closely with System Analysts, Architects, Developers, Test Team and Project Managers. Provides guidance and expertise to team members to increase overall expertise of the organization. Investigates, reviews, learns and understands current business capabilities and application systems. Applies knowledge in specifications as well as trains junior developers on how business capabilities correlate to development activities. Selects appropriate development platform and develops cross-functional applications/components, which may involve integration of multiple data sources and applications in support of business processes and corporate initiatives. May include using multiple languages simultaneously in a single project. Supports outsourcing of component development by developing detailed specifications according to MVP IT Framework. Provides quality control for outsourced development. Provides advanced support to Development Teams for all aspects of systems development life cycle (IT project framework), including requirements definition, technical design, programming, quality assurance, documentation, training, and implementation. Collaborates with team members to provide estimates and establish milestones and schedules. Assesses potential work and develops time/effort estimates. Supports Testers for User Acceptance Testing (UAT) and Integrated System Testing by clarifying any requirements questions. Uses technical and enterprise standards, process and procedures in execution of job functions. Makes recommendations and implements recommendations to improve unit-wide standards, processes and procedures. Reviews, analyzes, and resolves Level-3 production related issues to existing applications in collaboration with other team members/cross functional teams. Provides daily support, including but not limited to, monitoring of production processes, execution and validation of maintenance related changes, participation in code inspections, and researching potential issues. Performs other duties as assigned. POSITION QUALIFICATIONS: Minimum Education: Bachelor's degree or equivalent combination of education/experience in field of Computer Science, science/mathematics, Health Care Administration or related field. Minimum Experience: Minimum five years experience in software requirements and/or software life cycle development/delivery. Proven experience with developing technical design documents. Required Skills: Working knowledge of development tools such Toad, Aqua Studio, etc.Proficient in 2 or more DBMS (Oracle, Sybase , MS- SQL Server) and in Informatica ETL. Working knowledge of some or all of the following preferred: Web functionality, Content Management, AIX, Linux, Windows and Security Concepts. Data presentation tools (applications, browser, reports) software and other applications. Extensive practical knowledge in turning data into information for use in analysis, report software, spreadsheets, graphs, and flowcharts. Exhibits logical thinking abilities, problem solving, excellent communication, interpersonal and math skills. Detailed understanding of multiple Application Development Lifecycle approaches and familiar with ITIL concepts. Strong customer service orientation with proven ability to build relationships with business/technical partners Preferred Skills: Knowledge of health care and health care delivery systems
