Position Summary :|
Primarily responsible for Health Care Reform compliance activities, including modeling and analysis, associate communications and administration and process efficiencies. Responsible for the set-up of internal and external processes for health care reform requirements associated with eligibility and communications.
Principal Duties :
Models proposed “measurement”, “stability” and “administrative” period safe harbor process for determining full-time status of variable work groups (i.e. part-time and seasonal associate populations). Models financial impacts for proposed measurement periods. Analyzes impact for varying work groups to understand gaps in associate eligibility within proposed safe harbor process. Conducts financial modeling regarding the impact of Health Care Reform. Determines strategies that will impact overall cost. Models alternative benefit contribution strategies to ensure compliance with Health Care Reform “affordability” requirements while ensuring appropriate contributions from all position levels in the organization. Designs streamlined processes for information sharing with state and federal insurance exchanges regarding eligibility and subsidies including an automated verification process within the . Creates a methodology for ongoing reporting to the government for all associates covered by Wawa’s medical/Rx plans which includes the dates the associates were covered. Ensures compliance with Health Care Reform by regularly reviewing the benefit offer including eligibility calculation, benefit contributions and plan design. Prepares communications for Associates, management and stakeholders to ensure understanding of the impact of Health Care Reform on our ongoing benefit costs. Calculates “Patient Centered Outcome Research Fee” at the end of 2013 utilizing data from carriers. Develops and administers a monthly eligibility tracking mechanism to determine whether an associate meets the definition of “full-time” per the Patient Protection and Affordability Act. Collaborates with third parties to provide Exchange notices to associates at least once per year. . Undertakes and manages special projects on an as needed basis. Acts as subject matter expert for Wawa on Health Care Reform.
Bachelor’s degree in Human Resources or related field preferred 5 to 7 years experience in HR or benefits administration preferred Minimum of 5 years of analytical experience Knowledge of Health Care Reform requirements Data manipulation experience with HR/Payroll systems (including Crystal Reports a plus) Strong organizational skills with a keen ability to prioritize and multi-task Ability to adhere to and meet deadlines Experience in handling sensitive, confidential information Excellent communicator (oral and written) including the desire to ask questions and learn from co-workers Strong administrative and data management skills Ability to raise issues proactively and in a timely manner Excellent customer service skills Proficiency in Microsoft Excel, Word, Access, Project and PowerPoint
