Summary

This position is responsible for providing mission critical reports on train performance, identifying system weaknesses and other risks to effective train operations. The incumbent is responsible for the development and oversight of operations analysis, with emphasis on on-time performance (OTP). The integration of various complex data systems & data management is an integral part of core responsibilities.

The responsibilities include scheduled reporting of OTP statistics to LIRR Senior Staff, the MTA Board, Public Affairs, and OMB. The incumbent must effectively communicate train performance trends and risks and provide Senior Staff with organized and meaningful information for use in decisions regarding operational business practices. The responsibilities encompass the production and presentation of scheduled operating reports as well as the development of analysis and related tools on an as needed basis.

The incumbent must be able to provide senior staff with executive summaries, which define the company's position on incident responses and planned improvements to the infrastructure and/or operating practices. The executive summaries must be supported with risk analysis based on historical data, trends and events.

Responsibilities

Responsibilities may include but are not limited to:
-Develop period train performance analysis (OTP), identifying risks and providing the informational tools to enable senior staff to make informed operational decisions.
-Develop and maintain weekly train performance activity report for Sr VP- Operations and develop and maintain monthly delay matrix & charts for distribution to all Transportation management.
-Develop monthly operating report and related statistical operational activity analysis.
-Provide operating departments with organized statistical reports on an as needed basis.
-Develop procedural reviews of in-depth issues, such as fare loss risk assessments, branch analysis, customer OTP measurements, and major event incidents. Process will include the development of detailed databases, creating standardization and compatibility of various data sources.
-Perform lead role on Fare Loss Risk Assessment task force, including the development and maintenance of a comprehensive database. Database must contain current detailed train profiles of every revenue train and various data tables depicting every aspect of risks to achieving a goal of 100% fare collection. Position is also responsible for the training of all database users.
-Develop executive summaries and performance reports to support LIRR Senior Staff's position on incident response, changes in business process, and other public debates on current affairs as they relate to train performance.
-Oversee and direct staff activity, including but not limited to maintenance of all revenue and non-revenue train schedules in TIMACS and all train delay data in Delay Analysis. Supervise the distribution of the daily operations executive summary and weekly operations meeting matrix.
-Responsible to cover weekend and late night shifts covering operational incidents as part of the Incident Command Structure.
-Select, develop and motivate personnel within the department. Provide career development for subordinates. Mentor and develop staff to full potential, with respect and sensitivities to varying abilities and personal attributes. Provide prompt and effective coaching and counseling. Responsible for discipline/termination of employees when necessary. Review direct reports and approve performance appraisals. Promote safe work practices and provide safe working conditions. Create a professional environment that respects individual differences and enables all employees to develop and contribute to their full potential.
-Ensure a safe working environment and adherence to guidelines of company safety policies and procedures. Lead by example.
-Perform other assignments as requested by senior management.

Qualifications

-Bachelor's Degree in Business, Transportation or Management. Demonstrated, directly related, equivalent experience and education may be considered in lieu of the degree, subject to approval.
-Must possess extensive knowledge of LIRR operations and interdepartmental relationships.
-Must possess in-depth knowledge of LIRR train schedules operating practices.
-Must possess proficiency in various software and database applications, including but not limited to, MS Office, PeopleSoft, and Data Warehouse.
-Must possess strong analytical and presentation skills.
-Must possess strong written and verbal communication skills.
-Must possess mentoring, scheduling, and other related management skills.

Preferred/Desirable Qualifications/Skills:
-Intricate knowledge of LIRR physical characteristics.
-Detailed knowledge of collective bargaining agreements.
-Experience in data system integration and data management.
