The position supports the NEA’s strategic objective to focus the energy and resources of its 3+ million members toward the promotion of public education by providing high-level technology analysis, programming, and system services related to software development.

Position Summary: The primary responsibilities of this position involve developing and deploying solutions aimed at modernizing, consolidating, and coordinating applications across the enterprise; acting as primary support for one or more existing business systems or technology groupings; and serving as secondary or backup support for multiple business systems. The incumbent is responsible for providing technical system analysis and corresponding documentation related to software design, development, and implementation for desktop applications; designing and creating all documents related to the full life-cycle development of application systems; performing data analysis, programming tasks and software tests to ensure successful and seamless communication among various systems and applications components; designing, developing, and implementing configuration management tools, techniques, and programs to manage the software development environment at the NEA. In addition, the incumbent is responsible for training staff in formal testing methods. To carry out duties and responsibilities, the incumbent uses a personal computer and related software and travels occasionally.

Required Skills

SELECTION CRITERIA: TIER 1 (Essential) : Demonstrated experience performing software system development projects including architecture, application systems design, integration. Proven skill in project analysis related to tools selection and technology analysis. Demonstrated experience implementing and maintaining software configuration management programs, working within structured system development projects. Experience with SQL Server backend databases. Demonstrated flexibility and effectiveness in handling multiple and complex projects simultaneously under stringent timeframes and changing priorities/conditions. Ability to work independently and collaboratively among individuals and groups at all levels of the organization (e.g., user and systems departments). Successful references. TIER 2 (Significant) : Proven experience and training in formal testing methods. Working knowledge of operating systems (SharePoint, CMS, ASP.NET MVC, .NET 4.0 Framework). Demonstrated knowledge of service-oriented architectures, web services, SML, design standards (i.e., secure code, 508 Compliance), and related technologies. TIER 3 (Desirable ): Experience with developing applications using ASP.NET, C#, and Oracle PL/SQL.

Required Experience

MINIMUM EDUCATION REQUIREMENT: Bachelor’s degree in Information Systems/Computer Science or related discipline, or an equivalent combination of education and experience from which comparable knowledge and skills is obtained. MINIMUM QUALIFICATIONS : Minimum of five years experience performing software system development projects including architecture application systems design, integration, and best practices; developing applications using ASP.NET, C#, and Oracle PL/SQL (desirable) or SQL Server (required) backend databases. Proven experience and training in formal t +esting methods. Working knowledge of operating systems. O THER REQUIREMENTS : Knowledge with JavaScript, VBscript, JQuery, HTML or similar technologies. Must be able to work extended hours on evenings and weekends. Occasional travel required.
