Under general direction of the Stormwater Services Administrator, performs a variety of skilled field and office work involved in the administration and enforcement of the City’s Texas Pollution Discharge Elimination System (TPDES) Municipal Separate Storm Sewer System (MS4) Permit. The Compliance Inspector will be responsible for permit regulation relating to the City’s stormwater permit which includes oversight of the Industrial Facility Inspection Program and Construction Site Inspection Program, while also conducting illicit discharge investigations, stormwater outfall inspections, spill response, and assisting the education of citizens of Abilene and employees of the City of Abilene .

Salary is DOE/Q.
Specialist I: $1,428.58 bi-weekly.
Specialist II: $1,501.08 bi-weekly.
Specialist III: $42,028.48 per year (Exempt position)

Examples of Duties:
  • Perform inspections of construction sites and industrial facilities to determine if MS4 permit and City Ordinance requirements are being violated.
  • Respond to and investigate reports of illicit discharges and illegal dumping into the MS4.
  • Act in response to spills and leaks into the MS4 and prepare detailed reports of containment activities.
  • Assist Stormwater Services Administrator in coordination of educational requirements established in the City’s MS4 permit. Education includes education to citizens of Abilene and employees of the City.
  • Interface and coordinate with other City departments (Legal, Zoning, Streets, Accounting, Health, Code Enforcement), and with private sector.
  • Manage dry and wet weather screening and reporting program.
  • Maintain appropriate records and files.
  • Assist in administration of the Stormwater Utility Fee.
  • Schedule inspections and meetings.
  • Respond to emergency calls during precipitation events
  • Compliance related contact and communication with builders, developers, business owners, etc. with possible issuance of stop work orders and fines in the occurrence of non-compliance.

Typical Qualifications:

Knowledge of:

Principles, practices, and planning of stormwater management techniques (erosion control, structural controls, Best Management Practices, spill response, etc.).

Social, economic, cultural, and environmental factors related to stormwater planning and management activities.

Working knowledge of local, state, and federal legislation related to stormwater management.

Methods and procedures used in making field inspections and determining compliance with local, state, and federal stormwater regulations

Safe driving principles and practices.

Skill to:

Operate modern office equipment including computer equipment.

Operate a motor vehicle safely.

Ability to :

Use tact and diplomacy under stressful situations associated with enforcement of the City’s TPDES/MS4 Permit.

Read and interpret City Ordinances.

Effectively communicate technical information to the general public.

Write clear, legible and concise letters and reports.

Enforce codes with firmness, tact, impartiality, and diplomacy.

Testify in legal proceedings.

Communicate clearly and concisely, both orally and in writing with citizens and City staff.

Work closely with the supervisor and higher level management in planning, coordinating, and implementing drainage system construction, maintenance, and operation programs.

Organize and prioritize work and achieve multiple results simultaneously.

Establish, maintain and foster positive and harmonious working relationships with those contacted in the course of work.

Stormwater Compliance Specialist I

Experience :

Two years of progressively responsible experience in Stormwater regulations or a related field in which interpretation and enforcement of environmental regulations was a primary responsibility. Previous experience conducting inspections is preferred.

Education/Training :

Completion of a Bachelor Degree from an accredited college or university with major course work in Environmental Sciences, Natural Resource Sciences, or similar area is preferred.
Stormwater Compliance Specialist II

Experience :

Four years of progressively responsible experience in Stormwater regulations or a related field in which interpretation and enforcement of environmental regulations was a primary responsibility. Previous experience conducting inspections is preferred.

Education/Training :

Completion of a Bachelor Degree from an accredited college or university with major course work in Environmental Sciences, Natural Resource Sciences, or similar area is preferred.

Stormwater Compliance Specialist III

Experience :

Six years of progressively responsible experience in Stormwater regulations or a related field in which interpretation and enforcement of environmental regulations was a primary responsibility. Previous experience conducting inspections is preferred.

Education/Training :

Completion of a Bachelor Degree from an accredited college or university with major course work in Environmental Sciences, Natural Resource Sciences, or similar area is preferred.

License or Certificate:

The Stormwater Compliance Specialist III must possess a CESSWI, CMS4S or CPESC certification from EnviroCert International, Inc.

All positions require a valid Texas Driver’s License.

Special Requirements :

Essential duties require the following physical skills and include the following work environment:

Ability to sit, stand, walk, kneel, crouch, stoop, squat, crawl, and twist; exposure to cold, heat, and outdoors; ability to travel to different sites.
