Located on the Catawba River approximately one hour east of Asheville and one hour north of Charlotte. This position is responsible for overseeing the day to day activities of the division in the maintenance, repair and construction of city streets. Assigns, supervises, reviews and participates in the work of co-workers responsible for street and storm drain system maintenance and repair. Reviews daily reports and related documents. Oversees new sidewalk and curb and gutter construction, including repair work. Ensures work quality and adherence to established policies and procedures and performs the more technical and complex related tasks. Applicants must possess a High School diploma or GED with some specialized training in construction technology or a related field. The preferred applicant will possess a strong background in construction of streets, sidewalks and storm drainage including one year of administrative or lead supervisory responsibility. Must be able to communicate effectively with employees and be able to effectively deal with diverse groups of people. Must have proficient computer skills. Must be available to work overtime or an irregular schedule as needed. Must be able to work in inclement weather. Must possess minimum of a Class “C” NC driver’s license. A Class “A” or “B” CDL license from NC is preferred.

Major Duties:

Organizes and assigns work for department personnel; inspects work performed by personnel.

Oversees the maintenance and inspection of specialized equipment; enforces OSHA guidelines.

Orders all materials need to completed projects in a timely manner.

Maintains records of work performed and of materials usage; reviews and completes required reports.

Maintains personnel training records.

Drives and operates street maintenance equipment as necessary.

Assists in the development of the annual budget; assists with auditing procedures.

Reviews blueprints and plans.

Designs equipment and tools; meets with vendors to review products.

Meets with and supervises the work of contractors.

Assists in emergency response operations including snow removal.

Performs other related duties as assigned.

Knowledge and Qualifications:

Knowledge and level of competency commonly associated with completion of specialized training in the field of work, in addition to basic skills typically associated with a high school education.

Experience sufficient to thoroughly understand the work of subordinate positions to be able to answer questions and resolve problems, usually associated with one to three years experience or service.

Knowledge of city budgeting and purchasing procedures.

Knowledge of city personnel policies.

Knowledge of modern construction and maintenance techniques and approved safety standards.

Knowledge of street construction and maintenance.

Skill in preparing technical reports, estimates, and construction and cost records.

Skill in planning, assigning, managing, and instructing the work of technical personnel.

Skill in the use of a computer and general office equipment.

Skill in public and interpersonal relations.

Skill in oral and written communication.

Supplemental Information:

PHYSICAL DEMANDS: The work is typically performed while intermittently sitting, standing, bending, crouching, walking, or stooping. The employee occasionally lifts light and heavy objects, climbs ladders, and uses tools or equipment requiring a high degree of dexterity.

WORK ENVIRONMENT: The work is typically performed in an office and outdoors at work sites. The employee may be exposed to noise, dust, dirt, grease, machinery with moving parts, and occasional cold or inclement weather. Work requires the use of protective devices.
