Job Description:

The Subcontracts/Procurement Specialist is the Program Management Support Office’s (PMSO) focal point for procurement, qualification, execution, and management of all subcontracts and vendor agreements. The Subcontracts/Procurement Specialist will lead the development, implementation, and communication of NetCentrics’ purchasing and procurement system and policies. Following implementation of standard subcontracts and procurement processes, the Subcontracts/Procurement Specialist will liaise with the business development, finance, and technical teams to consider performance risk, supplier qualifications, and contract limitations (i.e. approved subcontracting plans, etc.), and execute agreements. The Subcontracts/Procurement Specialist will work with Program Managers to manage their supplier risk in support of key program milestones and to facilitate the vendor review and corrective action process.

Specific duties include:
  • Coordinate with Operations/Finance to develop and establish procurement and purchasing policies and procedures compliant with federal regulations
  • Execute the procurement, purchasing, and subcontract management policies and procedures
  • Coordinate with Operations to develop and execute Small Business Subcontracting Plans
  • Develop specifications, work statements, terms, and conditions for the procurement of specialized materials, equipment, and services including RFQ/RFP development
  • Facilitate supplier qualification process and document fair and reasonable price justifications, as needed
  • Interface with the technical team regarding solutions “should cost” and “make-or-buy” decisions
  • Coordinate with Business Development (BD) and Operations teams to analyze and evaluate vendor proposals
  • Coordinate with BD Team in execution of Teaming Agreements
  • Coordinate with BD, Program Management, Operations, and Legal teams, as appropriate, to draft and negotiate subcontracts
  • Responsible for subcontract administration activities including awards, additions, deletions, modifications, and closeout of subcontracts
  • Maintain subcontract files in accordance with established procedures
  • Manage vendor relationships to include monitoring and evaluation of performance
  • Perform subcontractor reviews in accordance with established procedures, analyze data, and work with Program Management to develop improvement plans as needed
  • Work with team members to support back office operations and program/project management needs, as necessary

  • In depth knowledge of Federal Acquisition Regulations (FAR/DFARS) and ability to assess what applies and where
  • Knowledge and understanding of CPSR and purchasing best practices
