Subject Matter Expert / Chief Engineer (SME) for the Modernization of the Eastern Range Network (MEN) at Patrick AFB, Florida. The primary objective of the MEN contract is to modernize the eastern range ATM/SONET communications core, standardize hardware and software components, and increase bandwidth for future growth. Ideal candidates will have experience converting legacy networks such as ATM to an IP based environment. The SME supports the definition of the requirements for the ip-based network and works with the government system engineering team to support validation of those requirements through test. The SME for this program will work with the prime contractor lead engineer and support system definition, system requirements review, system design reviews (PDR/CDR) and system validation and test activities as required. The SME Works independently under general guidelines or objectives. Possesses advanced technical and managerial skills; fully knowledgeable and experienced in all aspects of a program or functional area. Applicable functional areas include systems engineering, network engineering, acquisition management, business process reengineering, specialty engineering (e.g., communications, systems safety, quality assurance, test and evaluation, human factors, reliability and maintainability, systems security etc.), organizational planning, financial management, acquisition logistics, configuration and data information systems, and support or program management. Manages a single systems acquisition program/project or major functional area. Fully knowledgeable of all aspects of the program. Establishes objectives and requirements. Develops budgets. Develops program/project standards and schedules. Monitors outside resources. Has experience or extensive knowledge with the processes and procedures relative to the functional area. Coordinates, reviews and supervises work of assigned staff. Reviews/oversees the preparation of all related documentation. Conducts program reviews, meetings, etc. Will work in an IPT environment. Will support maintaining system configuration baseline.

Qualifications
15+ yrs relevant experience or 4 yrs may be substituted with advanced degree in engineering or technical discipline. Bachelor's Degree Computer Science, Electronics Engineering or other engineering or technical discipline. Master’s Degree in technical or engineering discipline. Must have excellent oral and written communications skills and capable of working in an integrated project team environment.

Clearance: DoD security clearance level of SECRET to support coordinated work in SECRET facilities.

Desired: Experience with the AF space acquisition process. Launch and Test Range System experience while not required is desirable. Advanced Networking certifications and/or experience migrating legacy to IP networks is desired.
