Weidemann Associates, a Crown Agents USA company, is seeking a Subject Matter Experts/Short-Term Expert Assistance for the anticipated U.S. Department of State Monitoring and Evaluation of Funded Projects under the Global Security Contingency Fund (GSCF) program located in Washington, DC.

The purpose of this task order is to develop, measure, and report on program metrics and conduct comprehensive, sustained performance and impact evaluations for the Global Security Contingency Fund (GSCF). The anticipated period of performance is March 2013 - February 2014 with an additional two possible option years. This position is contingent upon program award.
The Subject Matter Experts will provide review and design of performance monitoring frameworks, analysis tools, financial tracking system development, and standard procedures to allow non-experts to collect/analyze data. Additionally, they will provide technical expertise in one or more of the following areas:
- Department of Defense
- Rule of law
- Maritime security
- Border security
o Department of Defense
- At least 10 years of experience in designing and conducting monitoring and evaluation programs (preferably including Libya, the Philippines, and/or Nigeria);
- Expertise in one or more of the following areas is required:
o Rule of law
o Maritime security
o Border security
o Evaluations (Evaluation Design, Management, or Methods)
o Military-to-Military Engagement
o Counterterrorism Operations
o Border Security/Non-Intrusive Inspection Equipment (NIIE)/Canines
o Information Technology (IT)
o Law Enforcement Professionalization/Anti-Corruption
o Maritime Security
o Conflict Stabilization
o Rule of Law/Justice Sector
- Graduate degree in social sciences preferred;
- Strong leadership and interpersonal skills;
- Proven organizational and communication skills, especially with a non-subject matter expert audience;
- Excellent writing skills.
