POSITION DETAILS : One (1) Permanent Full-time position in the Office of Environmental Health and Engineering, Division of Facilities Planning and Construction.

Salary range: $123,758.00 - $155,500.00 (Annually)

Promotion potential : No

Merit Promotion Position : No

Travel Required : Yes, 5 to 7 days per month.

Supervisory/Managerial Position : Yes, Candidate may be required to serve a one year probationary period.

Relocation Expenses Paid : Yes, expenses will be paid in the interest of the government and not in the interest of the selected employee.

Brief Statement of Duties:
Incumbent serves as the Director, Division of Facilities Planning and Construction providing leadership and program responsibility for the facilities planning and construction program including the facilities planning process and facilities design process for new Indian Health Service (IHS) health care facilities identified in the IHS Health Systems Planning process.
Reviews and modifies on an annual basis the processes to address requirements of Congressional action related to creating partnerships with Tribes to fund healthcare facilities which may include the establishment of Tribal groups to prioritize applicants for funding.
Serves as the principal technical advisor and recognized authority on technical matters related to facilities planning and construction, supervising programs and assures resources are allocated for Federal and Tribal health care facilities.
Develops new policies, procedures, guidance and allocation methods for national and agency facilities planning and construction programs and advocates, explains and/or defends the IHS policies, procedures, guidance and allocation methods to Tribal entities, the Department, Office of Management and Budget, State agencies, contractors, professional organizations, community groups, congressional staff and other Federal agencies.

GS-15: Candidates(s) must have 1 year of specialized experience equivalent to at least the GS-14 grade level.

Specialized Experience : Is experience that has equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of this position, and that is typically in or directly related to the work of this position. Examples of demonstrated specialized experience includes: Professional engineering experience that indicates progressively responsibility and successful experience and technical leadership in general engineering, including the professional knowledge of engineering theories, concepts, principles, and practices to serve as the technical expert and authority of facilities planning and construction. This includes management experience regarding facilities planning and construction projects, budget process and allocating resources for new building and modernization projects from the preliminary planning , developing, establishing and organizing the project, including design, construction and equipment installation stages to the check-out state or point of occupancy. This includes knowledge and ability to apply latest developments of engineering in building designs and facilities planning and construction in solving problems not readily treated by accepted methods. Your description of work experience, level of responsibility, and accomplishment will be used to determine that you meet these requirements. The specialized experience must have been equivalent to at least the next lower grade level in the normal line of progression for the occupation in the organization. This specialized experience includes 12 to 15 years of progressive experience in facilitation and 3-5 years with emphasis on facilities plannig.
