Computer Systems Analyst

Essential Job Functions

Serves as the technical coordinator and manager for MIS equipment assigned to the site.

Ensures the equipment is operational. Performs minor hardware/software diagnostics and repair. More complicated diagnostics and repair is coordinated with and accomplished under the guidance of the Corporate Management Information Systems (MIS) Manager.

Follows Corporate MIS Manager guidance on arranging local contract repair or sending equipment to Corporate Headquarters or other repair sites.

Provides assistance to site users. Conducts or otherwise ensures site personnel receive training on new systems/upgrades as necessary.

Maintains accountability of MIS equipment and software located at the site. Coordinates MIS requirements with site staff prior to submission to Project Management Office.

Provides support to the Administrative Assistant in determining requirements for office equipment.

Works directly for the Site Administrator; however, responds to the technical guidance and direction of the Corporate MIS Manager.

Designs and implements new methods, procedures, and systems (both automated and manual) to improve the processing and flow of information within the company.

Develops and provides documentation of the system specifications, including system scripts, system installation procedures, system backup and recovery techniques and system test methods.

Conducts and provides cost/benefit analyses for new proposed program modifications, methods, and procedures.

Analyzes, installs and configures applications; troubleshoots network problems, and monitors and evaluates system performance.

Establishes operational databases, software configuration controls and system interfaces for computer system(s) assigned.

Maintains file servers and network access; documents and analyzes system anomalies to ensure optimum equipment performance.

Prepares systems for operational use and supports operational tests.

Assists clients in articulating and defining their business requirements and assists in preparing the business case justification for technical investment decisions.

Qualifications

Basic Qualifications

Bachelor's degree or equivalent combination of education and experience

Bachelor's degree in computer science, management information systems, or related field preferred

Two or more years of system analysis or systems development experience

Experience working with appropriate programming languages, operating systems, hardware and software

Experience working with relational databases to facilitate systems analysis

Other Qualifications

Must have two years experience with MC-4 information management systems, Microsoft Windows-based programs, network management and maintenance.

Must be able to obtain a favorable National Agency Check and subsequent qualifications for privileged access on an Army Network.

Must have previous Army experience.

Security-Plus Certification is required.

Must be able to perform hardware and software upgrades on Government Furnished information management systems (IMS).

Must be able to perform hardware and software upgrades.

Must have and maintain a driver’s license and operate the administrative support vehicles used by the site.

Good personal computer and business solutions software skills

Analytical and problem solving skills for design, creation and testing of programs

Communication skills to interact with team members and support personnel

Interpersonal skills to interact with customers and team members

Ability to work in a team environment
