Systems Analyst - SDD - Leads, manages and executes projects with responsibility for technical and functional development from the definition through conceptual modeling, design, construction, testing and implementation. The projects are typically high priority for the agency, have demanding time requirements, and are large and/or very complex due to technology spanning multiple platforms and/or user and system interfaces. Projects often require innovation and the ability to view and evaluate a global systems view when developing the conceptual design. The incumbent will interact with internal and external management, users and technical staff to ensure an effective and satisfactory product. The incumbent negotiates/coordinates dates/tasks with DMV departments and external entities. The incumbent of this position will focus on the main computer system under the Customer Service Management Administration business area, which is the Select application. Other subsystems covered are the Windows operating system on server equipment, Q-Flow Queuing System, Knowledge Automated Testing System ("KATS"), and PIPS Inventory Management Subsystem. The position supports the computer applications that run in the customer service centers, a few headquarters work centers, the DMV motor carrier weigh stations, the partner license agent locations, EZ Fleet sites, and a few auto auction sites.
Required skills: working knowledge of VB.Net, ASP.Net, Visual Studio, Team Foundation Server, TSO, IBM/JCL, Oracle dbms, XML, MS Office suite (Word, Project, Excel, VISIO, Outlook, Access, PowerPoint); working knowledge of the Windows operating system; knowledge of system development methodologies; excellent oral and written communication skills as applied to project management reporting, presentations, equipment demonstrations and internal and external project coordination; demonstrated ability to lead projects of all sizes and to direct the work of others; must be able to define the impact of systems designs, to write detailed program specifications and documentation and to solve computer related problems.
Highly desirable skills: working knowledge of the NATURAL computer language, with competent associated skills in programming; knowledge of ADABAS database management systems.
This position requires the ability to function independently, or to perform tasks under the direction of the IT Manager or senior staff leaders; must be able to determine when the appropriate level of detail information has been gathered, when a design step is complete, when a walk-through or code review has produced satisfactory results, when coordination and review with other functional areas has been done, and must be able to make decisions regarding the system design to best accommodate user needs. The systems analyst must be able to cooperatively work with users, business and ITS management, all levels of information systems technical and programming staff, DMV employees and contractors, and external product vendors.
A college degree in information systems or computer science is highly preferred but a college degree in business, mathematics, or computer related subject matter, or training and experience may substitute.
Knowledge of DMV business, policies & procedures, DMV information & administrative systems and ITS policies & procedures are highly desirable skills.
The ability to use various PC software applications is a highly desirable skill.
Experience with Agile and waterfall development methodologies and mainframe systems are preferred.
