This position reports to the Director of Investment Technology in the Permanent School Fund Division and provides highly advanced computer systems analysis work. This mission critical position performs highly advanced technology tasks related to and in support of the $25 Billion Texas Permanent School Fund (PSF) endowment. Work involves planning and budgeting, as well as analyzing user requirements, procedures, and problems to automate processing or to improve existing systems. Works independently, collaboratively, and proactively with other division and agency staff and management to provide support, maintenance and data integrity to division individuals and investment functional areas relying on technology for performing the daily work. Such technology includes but is not limited to the trading system, portfolio accounting system, peripheral analytical systems, data management systems, report writers and scheduling software. Provides training, support and problem resolution of all system issues that arise within the division, including Microsoft products and other standard issue desktop software. Assumes a proactive leadership role in defining system, application and business requirements as needed to support the mission of the Permanent School Fund.

The position works under minimal direction with extensive latitude for the use of initiative and independent judgment.

Minimum Qualifications :
Education: Graduation from an accredited four year college or university.

Experience: Six years experience providing technical hardware and software application support to users, preferably in investment operations accounting systems, investment trading systems or similar investment industry experience. Strong PC experience with financial databases and software applications to include advanced Excel skills, MS Word, MS Access and MS Project. Experience uploading and downloading files for interfacing with different applications through various data transfer methods. Experience in project management, systems analysis, system design and application development. Experience using Crystal Reports, including version XI. Experience with SSIS Integration Services, ability to create VBA, VB scripts and SQL statements. Prefer experience with the following technology tools: Microsoft SQL 2005, Microsoft Server 2003, ISAS, PeopleSoft, CITRIX, Bloomberg, FACTSET, Macgregor XIP, Salesforce, AIM, CAMRA and Microsoft Office.

Substitution: Education and experience may substitute for one another on a year-for- year basis.

Travel: 2% required.

Knowledge, Skills and Abilities (KSA's):
Knowledge of: Securities accounting, procedures, and market operations; of research techniques; of statistical concepts and methods and their application to research analysis; of various financial data systems; and of macroeconomics; communication hardware and architecture; network environments; the limitations and capabilities of computer systems and of the techniques used in the design of non-automated systems, of data processing equipment, of applicable programming languages, of computer hardware and software, of computer operating systems, of writing program code, and of automated mapping.

Skill in: Mathematics, analytics and in the use of computer software programs, particularly Word, Excel and Powerpoint. Must have strong oral/written communication skills. Must have clear focus on excellent customer service. Must have keen interpersonal skills, be results oriented and able to exhibit strong work habits.

Ability to: Analyze systems and procedures; to schedule, test and implement programs; to work independently and in a team environment; and to handle multiple projects concurrently; write/debug/schedule batch jobs; analyze systems and procedures; to write and revise standards and procedures; to communicate effectively; and to plan, assign, and/or supervise the work of others. Must have the ability to prioritize the work, to be flexible and manage multiple projects and assignments with attention to details and minimum supervision. Must demonstrate a high degree of integrity and the ability to recognize the requirements of confidentiality. Must demonstrate initiative and ability to work in a fast-paced, changing environment. Expected to be a team player, a self starter and an independent thinker. Salary is dependent on qualifications.

Positions exempt from the Fair Labor Standards Act (FLSA) will earn compensatory time off rather than overtime for hours in excess of 40 per week. May be required to work hours other than 8 to 5. May be required to work weekends and holidays.
