CONTINGENT UPON CONTRACT AWARD AND SELECTION: COLSA Corporation is seeking candidates for a proposal effort to support future work on the Future Technical and Management Advisory Services (TMAS) contract at Eglin AFB, FL; Edwards AFB, CA; and Arnold AFB, TN. These contingent positions will support the 96 Test Wing, 412 TW, AFRL/RW, 53 WG, AEDC, and other organizations.
This individual will provide interdisciplinary support across program technical efforts to assist with the development, verification, and validation of integrated systems engineering (SE) and integration processes with total lifecycle balanced solutions that satisfy customer needs identified in the Performance Work Statement. Demonstrates knowledge in implementing System Engineering techniques in the design, oversight, implementation, and maintenance of state-of-the-art weapons systems, electronic and network systems, threat simulation and test/training range systems and evaluate subsystem operability/interoperability with interfacing systems, concept analysis, materiel solution analysis, engineering and manufacturing development, production and deployment, operations and support, disposal, and user training for systems and their lifecycle processes. Derive requirements from the customer specifications and allocates those requirements to the various functional components. Conduct systems analysis, requirements trace, design verification, integration, testing, and validation. Maintain technical competency in computer systems, network technology, operation systems and software engineering methods. Identify technical issues and potential development tradeoffs, and recommends appropriate approaches and solutions. Document technical developments in a form suitable for distribution to the scientific community for their information and use. Exhibit strong knowledge/skill to achieve integrated approach to evaluating systems design during Developmental Test and Evaluation (DT&E), Operational Test and Evaluation (OT&E), Joint Test and Evaluation (JT&E), and Tactics Development and Evaluation (TD&E) testing in support of weapons systems, electronic warfare (EW) systems and test/training range systems/instrumentation activities. Support shall include the f1ill spectrum of T&E planning, execution and reporting activities. Test concept/planning support shall include developing and refining test support documents, critical operational issues (COIs), test objectives, measures of effectiveness and measure of performance (MOE/MOP), criteria, test procedures, scenarios, lethality analysis, vulnerability analysis/assessment, weapon system effectiveness, threat logistics/repair, force effective analysis, data management and analysis plans (DMAPs). Provide technical and engineering support for test execution that includes interfacing with test organizations, concurrent testing, modeling and simulation, software evaluation, test and evaluation documentation, and instrumentation. Investigate, recommend, and develop methods and tools to accomplish special tasks, applying design of experiments techniques and performing data reduction and analysis. Develops and analyzes technical information to support the program management decision making process. Assists in supporting the various development efforts and phases, consisting of various sizes and complexities of DOD-related systems, where a system is understood to be an assembly or combination of interrelated elements (hardware, software, materiel, training, tactics, or procedures) working together toward a common objective or performance requirement. Advises and assists with performing the following types of tasks: development and review of SE Plans, SE Master Plans, and Technical Planning documents; generation of study plans, studies, and analyses; and reviewing and evaluating weapon system technical specifications, designs, analyses, test plans/procedures/results, and technical data packages for the determination of both interim and final hazard classification and compliance with safety criteria, design, or test and/or qualification requirements. Participate in working groups, technical reviews, and other group functions in support of T&E activities. Remains familiar with the SE process standards, capability models, and toolsets applied by prime contractors to system development programs, including Air Force SE Assessment Model (SEAM), Chapter 4 of the Defense Acquisition Guidebook, INCOSE SE Handbook, ISO/IEC 15288, ISO/IEC 12207, and CMMI.
Bachelor's degree in engineering, or other related field, or equivalent experience.
Minimum of 2-8 years related experience relevant to systems engineering. Experience with the development, verification, and validation of integrated systems engineering (SE) and total lifecycle management highly desired.
