E2E Modeling and Analysis: This task entails the provision of a broad range of analytic skills and expertise to address a wide spectrum of End-to-End (E2E) Modeling and Analysis (M support the conveyance of the enterprise vision; provide consultation in support of requirements content development; and coordinate the instantiation of standardized NSG performance data logging, acquisition, monitoring, and management.

Skills/SME Required (M=Mandatory; D=Desired):
(M) Bachelors degree in Engineering, Information Systems, Computer Science, Math, or related technical field and 8+ years of related experience
(M) Familiarity and practical application with NGA and NEA systems architecture component and processes
(M) Familiarity and practical application with the NEA PIX architecture and systems.
(M) Customer-service and goal oriented
(M) Excellent oral and written communication skills
(M) Ability to work independently and as a team member under tight deadlines with changing priorities
(M) Demonstrated understanding of the geospatial intelligence mission and its contributions to the IC
(D) 5 years minimum experience with acquisition of government systems
(D) Knowledge of NGA processes and tools, to include Systems Engineering, Acquisition, Configuration Management, Readiness, and Security.
(D) Demonstrated understanding of the geospatial intelligence mission and its contributions to the IC
(M) Demonstrated understanding of DoD's GEOINT Tasking, Processing, Exploitation and dissemination processes (TCPED)
(D) Master degree in Engineering, Information Systems, Computer Science, Math, or related technical field
(D) DAWIA Level III/II certification in Program Management or equivalent (i.e. PMP) or applicable experience

The contractor shall provide comprehensive End-to-End analyses across the enterprise, spanning multiple epochs (current OPS and future), supporting a broad range of initiatives. Tasks may include, but are not limited to:

Basis of Analysis (BOA) Engineering - Maintain both Front-End and Back-End BOA

Baseline evolution updates

Continued incorporation of Airborne, Commercial, Ground and future platforms

Updates to support evaluation of emerging future CONOPS

Systems Throughput Modeling Analysis

Continued Throughput Management support

Throughput Management and / or Analysis of future systems

Modeling and Simulation (MandS) support to other NGA/AE activities such as, but not limited to:

o SEA studies

o NEA

o KPPs

o Commercial, Airborne, NTM, Ground

o Other new activities

Analysis support to reviews and collaboration with Mission Partner on Enterprise TPMs.

Comprehensive End-to-End (E2E) Analytics

Perform the expanded integrated End-to-End analysis required to support assessment of current and future NGA initiatives and needs

Provide actionable, value-added results and recommendations from an increasingly complex, data-rich environment

Miscellaneous MandA support (as requested and prioritized) may also include, but not be limited to:

End-to-End Volumetric Analysis on GEOINT Sources

Evaluation of Theater collection systems

Collaborate with NSG Mission Partners

Analysis of Service-Oriented Architectures

RFC support

Systems Engineer

Serves as a member of team that:
Provides senior level specialized engineering, acquisition, and program management expertise to NEA in direct support of PIX project
Advises the Program Manager (PM) throughout the acquisition life-cycle, to include review of Requests for Change (RFCs), Engineering Change Proposals (ECPs), Crisis Requirements (NCATS), related security Certification and Accreditation (CandA) activities, development, testing, transition, and operations
Provide advice and support to manage the program throughout the life-cycle including cost, schedule, and performance
Provide advice and support to the PM beginning with the early stages of the system life-cycle to initiate the CandA process, negotiate the security requirements that must be met, and the technical security features of the program
Provides SME support to the Government and program office representatives at meetings
Evaluates and provides input to the PM on ECPs, FRAGO, Budget, OMB Exhibit 300, and any other taskers or actions as required

Duties include:
Program Management:
o Support Program Management activities as required

Acquisition Planning:
o Planning, coordination, writing, and evaluation of programmatic proposal documents

o Review and write technical evaluations of contractor proposals

o Review and provide technical assessment of WAGs/ROMs for potential new scope

o Develop independent program office high-level cost estimates for future requirements

Systems Engineering:
o Provide SME support on daily technical issues and future requirements activities

o Coordinate and participate in TEMs between NEA IPO, contractor and NGA segments to resolve issues, implement new RFCs, and address external organization's questions

o Provide detailed technical input at design/development/test/operational readiness reviews

o Attend and interfacing segment requirements reviews, design reviews, and meeting dry-runs, as necessary, and use expertise to identify issues and ensure sufficient requirements understanding or proper design considerations are included
