DESCRIPTION

Candidate will provide the systems engineering and test planning support services for PM Current

DUTIES

Employ Government accepted systems engineering (SE) methodologies to support development and review of SE processes, plans, and procedures that facilitate NIE planning, execution, and recovery. Representative SE plans include Systems Engineering Plan (SEP), Risk Management Plan (RMP), and Configuration Management Plans (CMP). Develop and recommend a Systems Engineering Plan (SEP) to PM Current which documents standardized engineering practices guiding all technical aspects of NIE planning, management, execution, and recovery. Once approved by the Government, candidate will maintain configuration control of the SEP, and recommend updates to the SEP, as needed, to ensure document maintains currency with the Government's Agile Process and NIE planning guidance.Develop, implement, and deliver to PM Current a stand-alone Risk Management Plan (RMP) that implements concepts documented in Risk Management Guide for DoD Acquisition and DAU DAG. RMP shall include all program and system level data needed to identify, document, and quantify Agile Process and NIE cost schedule, and performance risks. RMP shall also include a risk mitigation plan that identifies and recommends opportunities to mitigate each risk before that risk becomes an issue.Develop and recommend to PM Current a Configuration Management Plan (CMP) that identifies Best Practices (BPs) employed by industry and DoD to implement Configuration Management (CM) processes, techniques, and procedures for NIE networked / non-networked systems. Write processes in contractor format and deliver to PM CP Operations Lead within 10 working days of initiation.Serve as test planning advisor to Government managers, engineers, and technicians in test integration working groups. Review data collection/analysis/instrumentation/simulation/reduction plans provided by other government/contractor agencies sponsoring Systems Under Evaluation in NIE events. Document assessments/provide recommendations to PM Current's Government Test Lead to support reviews and government decision briefings on test instrumentation and data collection and management plans. Systems Engineering and Analysis. Provide SE and analysis support to Government managers, engineers, and technicians participating in NIE planning WGs. Support development of Mission Scenario Event List (MSEL) documentation by reviewing government-provided network threads, recommending thread validation procedures to Government test personnel, and documenting recommendations to Government SE in technical reports. Review network validation products such as connectivity diagrams, configuration files, transport design architectures, and Internet Protocol (IP) data and provide assessment of network readiness to Government test engineers by means of written technical reports.

QUALIFICATIONS

A minimum of 5 years experience developing complex engineering processes (SEPs, Integrated Master Plans) related to integration of computer/communication systems into a military vehicle/aircraft system. A minimum of 5 years experience in development of test scenarios to validate integration of computer or communication systems into a military vehicle or aircraft system.A Bachelor's Degree from a recognized, accredited education institution in Electrical or Electronics Engineering. Security Clearance: Secret security clearance is required.
