Anoka County Human Services – Fiscal Services is accepting applications for a Technical Analyst/Operations Coordinator. Fiscal Services performs all financial transactions for the Human Services Division. This position will act as a project coordinator for all new automation projects within Fiscal Services; administer, manage, and provide expertise in supporting Fiscal Services computer applications, serve as the systems expert and primary resource within Fiscal Services; write custom reports for Fiscal; and special projects.
EXAMPLES OF ESSENTIAL DUTIES (ILLUSTRATIVE ONLY):
Acts as a project coordinator for upgrades and enhancements to Fiscal Services systems, Coordinates testing including writing test plans; Assists Fiscal Services with integrating new technology with processes and procedures; the functions of this position will include collaborating with outside government agencies, vendors, and Anoka County staff in scheduling of projects and related staff time; Assists the departments management in coordinating, reviewing, and critiquing existing and proposed business process and practices to identify issues and formulate automated and business solutions; Special projects related to complex functions. This could involve use of complex spreadsheets, system data, analysis of workflow within units, etc.; Performs administrative and management functions related to Fiscal Services computer systems such as approving change requests to reports, screens and processing functionality; Monitors accuracy and retention of application data for the system; Implements security access changes as the “system administrator” as defined by the application; Establishes processes (i.e. project spreadsheets) to track computer issues and their resolutions; Determines system reporting requirements and priorities and provides ad hoc reporting using system data; Coordinates staff training on report creation, usage, and tools.
Bachelor’s Degree in Computer Sciences or Accounting preferred; one to three years accounting experience, complex accounting functions; County governmental accounting functions and experience with complex computerized financial systems.
Knowledge of: Generally Accepted Accounting Principles; database applications and platforms; computer project management.
Experience in: Reporting tools (Crystal Reports/Cognos); Access databases (Visual Basic), SQL, Microsoft Products, Accounting processes and procedures.
Ability to: Work independently and problem solve; handle multiple projects that may come from several supervisors; prioritize work responsibilities to meet deadlines; negotiate; communicate effectively; analyze problems and address in a logical way.
Skill in: Working effectively with end customers to determine needs, Communicating complex information in a concise, easily understood method; Keeping staff and management informed.

Full salary range: $25.17 - $36.59
