An offer of employment is contingent upon the successful completion of a pre-employment drug screen and physical ability test. A first line, at will, working supervisor who: plans, organizes, supervises, participates in, and reviews the work of a team of assigned personnel engaged in any combination of, but not limited to, the repair, maintenance, and construction of native, gravel, and paved surface roadways, associated structures, and drainage systems, mining and production of crushed aggregate material, and hauling of roadway maintenance and construction equipment and material. These positions perform a variety of heavy equipment operating, supervisory, personnel, and administrative duties while directing a team of assigned personnel in the Larimer County Road and Bridge Department field operations arena. May be assigned to any work activity at any location in Larimer County at the discretion of the Road and Bridge Director Leads and works on the identified team(s):

Job Specific Details:

  • Receives general direction from a Road and Bridge Functional Group Manager.
  • Exercises direct supervision over assigned personnel, suppliers and contractors.
Essential Functions:
  • Achieve expected quality of work.
  • Actively and positively supports departmental vision, mission, goals, objectives, policy, and procedures.
  • Assure compliance with applicable safety regulations and procedures.
  • Establish and maintain positive and effective working relationships with all contacted in the course of performing assigned duties.
  • Make recommendations for future activities.
  • Evaluate the need for, coordinate, and participate in snow and ice control activities.
  • Participate in the development of, and meets project schedules.
  • Participate in the investigation and response to routine complaints and questions posed by internal and external customers.
  • Plan, evaluate, and adjust activities of personnel performing assigned tasks.
  • Subject too non-restrictive call back 24 hours a day, 365 days of the year for situations including, but not limited to, snow plowing, wild-land fires, floods, and other occurrences.
  • Supervise, evaluate, coach, train, and discipline assigned personnel.
  • Supervises work performance and productivity of subordinates to ensure project rules, procedures, applicable laws, and regulations are followed.
  • Work to meet departmental expectations.
Specific Essential Functions:
  • Plan, coordinate, evaluate, and adjust the activities and personnel involved in the:
  • Construction, repair, and maintenance of roadside drainage systems.
  • Maintenance, repair, and construction of paved roads and right-of-ways.
  • Plowing snow and snow and ice control activities.
  • Plan, coordinate, evaluate, and adjust the activities and personnel involved in the:
  • Maintenance, repair, and construction of gravel and native surface roads including grading and surface stabilization.
  • Maintenance, repair, and construction of roadway drainage structures including wood, metal, and concrete bridges and culverts.
  • Mining and the production of crushed aggregate, hauling and placing of roadway construction and maintenance materials.
Other Duties:
  • Perform other duties as appropriate or necessary for performance of the job.
Knowledge, Skills, & Abilities:
Knowledge of (some or all depending on the functional assignment): Principals and practices of:
  • All heavy equipment operated by assigned team.
  • Applicable Code of Federal Regulations.
  • Applicable Colorado Revised Statutes and Regulations.
  • Asphalt pavement life cycle management including, but not limited to, patching, seal coat, c hip seal, crack filling, reconstruction, and overlay.
  • Asphalt roadway construction and/or maintenance.
  • Characteristics and uses of HBP (HMA) pavement, PCC pavement, and other paving materials.
  • Construction and realignment earthwork.
  • Construction, repair, and maintenance of roadside drainage systems
  • Earthwork practices
  • Gravel and native surface roadway construction and/or maintenance.
  • Gravel and native surface roadway, maintenance, repair, and work zone practices.
  • Mine Safety and Health Administration Regulations.
  • Mining and production of aggregate.
  • Paved roadway maintenance regimes
  • Pentium PC use and MS Word, MS Excel, GroupWise E-mail, Internet Explorer, and Microsoft Project are desired.
  • Personnel management and supervision.
  • Project management.
  • Record keeping and reporting procedures.
  • Road drainage, structure construction, and/or maintenance
  • Roadside drainage systems.
  • Roadway structures construction and/or maintenance.
  • Safe work practices and work zone traffic safety.
  • Snow and ice control.
  • Street/highway construction/maintenance and work zone practices.Applicable Code of Federal Regulations.

  • Supervise, evaluate, coach, train, and discipline assigned personnel.
  • Work independently in the absence of direct supervision.
  • Work with individuals and groups including organizing, training, facilitation, and consensus building, in order to provide excellent customer service to internal and external customers.
In addition to the abilities for all Team Leaders: Team Leader II:
(Patching) Plan and supervise pavement maintenance regimes. ( Mow/Crackfill) Plan and supervise pavement and roadside maintenance regimes. (Bridge) Plan and supervise drainage structure maintenance regimes. (Grading) Plan and supervise native and gravel surface maintenance regimes. Plan and coordinate snow and ice removal duties for all employees. (Crusher) Plan and supervise mining and production of aggregate material.

  • High school diploma or GED.
  • Documented supervisory/management experience required and,
  • Five years of relevant progressively more responsible experience in:
  • Asphalt roadway construction and/or maintenance, or
  • Construction, repair and maintenance of roadside drainage systems, or
  • Earthwork practices, or
  • Gravel and native surface roadway, maintenance, repair, and work zone practices, or
  • Mining and production of aggregate, or
  • Paved roadway maintenance regimes, or
  • Road drainage, structure construction, and/or maintenance.
  • Must have a Larimer County Position classification for Master Operator II or higher OR must successfully complete the Master Operator II testing process as a prerequisite to being considered for this position.
  • Possession of and ability to maintain a Colorado Class "A" CDL Driver's License with air brake, Haz-Mat, and tanker endorsements without "K" or "NTT" restrictions.
  • Possession of and ability to maintain a DOT Medical Certificate.
  • Ability to obtain a Colorado Flaggers Certification with in six months of employment.
Physical Requirements:
  • Must be capable of negotiating flights of stairs to reach upper story offices.
  • Ability to operate heavy equipment and a motor vehicle.
  • Must be able to lift, carry, drag, or push boxes or equipment up to 135 pounds.
  • Must be able to tarp loads, pull open a truck's hood and other equipment requiring 100 pounds of force.
  • Must be able use grease gun to lube equipment, use hand tools to service crusher, remove/replace guards and rails, requires upper body forces of up to 40 lbs.
  • Must be able to engage trigger on distributor and/or crack fill wand, use power tools and wire cutters requiring coupling forces up to 70 lbs.
  • Must be able to stoop, bend, stretch, twist, reach, kneel, squat, and balance repetitively.
  • Must be able climb ladders to get into and out of crusher and vehicle/heavy equipment.
  • Must be able to sit, stand, or walk for long periods of time.
  • Must be able to work in a day light and night environment.
  • Must be able to work outdoors in an extreme hot, cold, dry or wet environment.
  • Must be able to walk for long distances on uneven, sloped terrain in all weather conditions.
  • Must be able to work in hazardous or dangerous work areas or situations.
  • Must be capable of working under stressful situations including operation of equipment in bad weather or other difficult conditions (i.e. heights, limited head room).
  • Must have ability to concentrate on more than one task at a time and to make independent decisions.
  • Must have acceptable vision for computer duties, performing pre/post trip inspection, driving trucks, operating heavy equipment, shovel/raking roadway materials, setting up signs/cones, installing right-of-way fencing, maintaining bridges/guardrails/culverts/road-side drainage, operating the crusher plant, weed whacking and trimming trees..
  • Must have acceptable hearing to hear on the telephone and in public contacts.
  • Must have appropriate voice skills to be clearly understood on the telephone, radio, and in public contacts.
  • Must have fine and gross motor skills and full use of fingers, hands, and arms to perform computer or writing duties.
  • Must have good cognitive skills and awareness of work accuracy.
