Parsons is seeking a Program Engineering Manager to direct a team of approximately (12) engineering managers and engineers who are engaged in designing a 2,000 km fiber optic cable network for an international telecommunication corporation. This role requires a strong quality control and procedural background in the design, engineering and construction of underwater fiber optic cable. The successful candidate will be a valued technical resource to project staff on engineering, environmental regulations, and construction issues. As such, you will chair the engineering working group in order to facilitate the design process and assure the successful completion of this important project. Specifically, you will be developing and writing engineering procedures and carefully monitoring the quality of our engineering deliverables. Since quality assurance is such a significant component of this position, you will need previous experience with a Quality Assurance/Quality Control system. In addition, you will be engaged in assuring a competitive bidding process and ensuring both Parsons’ team and our client’s contractors comply with EPC contractual terms. While the position is based in Houston, TX, several trips per year to Angola is anticipated and experience managing international teams will be a plus. Your expertise in managing design teams, specifically engaged in underwater fiber optic cable projects, and your abilities to spearhead quality assurance and create procedural standards will be keys to your success.



15+ years in engineering telecommunication systems with underwater fiber optic cable experience

Track record of program management with international clients, preferably in developing countries

Expertise in managing engineering design teams, providing quality assurance and developing engineering procedures

Familiar with EPC contract and bid procedures

Ability to travel to Angola several times a year, and understanding of Portugese a plus

BS in engineering

Professional Engineer registration, highly desired
