The primary purpose of this position is to administer, develop and deliver technical skills training and associated safety training to Relay Test technicians and entry level engineers. This includes the training to meet the technical, procedural, regulatory and business needs of Relay Test personnel. Safety responsibilities include monitoring and, where permissible, delivery of MST requirements, Personal Protective Equipment assignment and training, and representation on VPP committees. Position is also responsible for contracting training resources for preparing and/or presenting technical topics when PPL does not posses the training capabilities.
Develop and maintain a training curriculum for the four step Electrical Test Technician Training Program. Training program to include all technical, procedural, regulatory, safety, business and developmental topics required by Relay Test. Program components must also be provided to entry level engineers; both within and outside of the section as required.
Develop training topics and instruct others in the creation of topics. Maintain a standard format for all topics and function as the final editor and approver of all training methodologies.
Present training topics and, as applicable, arrange to have additional resources brought in to train on subjects required by Relay Test. Manage scheduling and attendance to ensure all technicians are afforded training opportunities to align with step increase schedule.
Contract training resources for developing and presenting complex technical topics where PPL resources are unavailable, insufficient, or where the skills and equipment of vendors or specialty training companies exceed those at PPL.
Contract technical writing resources to prepare technical training modules where PPL resources are unavailable, insufficient, or where the skills of the outside technical resources exceed those at PPL.
Develop, administer and grade the Apprentice Technician step tests used for advancing in the apprentice program. Maintain records and handle all issues with the Union concerning this testing.
Administer and grade the Electrical Test Technician Education Equivalency and Technician Aptitude Tests. Responsibility includes the continued validation of this test and acceptance by the Union.
Administer tracking of MST and regulatory required training for the Relay Test department to monitor performance for meeting training goals. Ensure availability of required Personal Protective Equipment and training in its use. Ensure training for PPE or other equipment is available to maintain all required certifications. Function as the primary safety contact for Relay Test, including participation on safety committees and VPP. Ensure Relay Test personnel are updated on safety topics, including JSAs and safety rule updates, and plan/lead monthly safety meeting.
Candidates must meet the basic qualifications to receive consideration.
4 - 6 years experience and a HS/Associate Degree OR 2 - 5 years experience with a Bachelor Degree.
Two year degree in Electrical Engineering Technology or Electronic Engineering Technology.
Experienced in a broad spectrum of Relay Test protection & control work tasks and proficient in the operation of test equipment and procedures used by Relay Test.
A thorough knowledge of PPL's Transmission and Distribution system substation architectures and major design philosophies.
A thorough knowledge of PPL's protection and control philosophies and their application at various voltage/configuration substations.
A thorough knowledge of PPL safety rules and associated equipment requirements.
Strong verbal, written and presentation skills.
Proficient with standard Microsoft desktop applications such as Word, Excel and Powerpoint.
Ability to work independently, excellent documentation skills and contract/work with outside training resources.
Bachelor's Degree in Electrical Engineering Technology or Electronic Engineering Technology.
Certification in classroom instruction and instructional material development as well as the full understanding of the principles of adult learning.
Must fully understand and practice the company's AA/EEO policies and standards of integrity in regard to administering training and when checking/grading exams.
Must have effective oral communication, facilitation skills, and the ability to demonstrate professional conduct in the classroom.
Experience with scheduling, coordinating, accessing training data, generating training reports, publishing communications, and assessing training needs.
