Transmission Specialist, Estimator
Civil Design Team
The Transmission Specialist in the Civil Design Group will work with the Transmission Construction Services Department and will be responsible for supporting the planning and budgeting processes by providing complete and accurate estimates of material, labor and total costs associated with the civil portion of transmission line and substation projects. This position will also be responsible for tracking project expenditures. This position will require field visits and may involve occasional overnight travel.
B. S. Degree in Civil or Geotechnical Engineering or Construction Management is desired.
Three to five years of field experience is desired.
Detailed knowledge of cost estimating and quantity takeoffs.
Detailed knowledge of local, state, and federal regulations governing construction as it relates to the utility industry including NESC, NPDES, and general construction principals.
General knowledge of Design Standards and Transmission Bulletins.
Detailed knowledge of civil construction methods, equipment, techniques and associated costs.
Detailed knowledge of right-of-way clearing, environmental regulations, and crew support activities and associated costs.
Detailed knowledge of FERC property accounting procedures and project cost estimating and tracking techniques.
Knowledge of Transmission applications including TEAMS, CAMP, APM, PLS-CADD is desired.
General knowledge of the activities associated with surveying, land acquisition, and obtaining easements.
General knowledge of Transmission Planning, Area Planning, and Project Controls activities.
General knowledge of Georgia ITS and participant companies.
Technical aptitude to understand, evaluate, and estimate civil engineering (grading), initial clearing, environmental, and construction related problems in the field.
Technical ability to read, interpret and apply design criteria and government regulations to design and construction drawings.
Proficient in Microsoft Office products and accounting software
Proven ability to build working relationships with peers and throughout the Southern Company Transmission organization.
Time management and organization skills sufficient to manage multiple projects with various priorities and competing deadlines.
Exhibits strong problem solving, oral and written communication skills, and interpersonal skills.
Prepare and track estimates for civil and construction projects [grading (substations and lines), access roads, foundations, clearing (NPDES), and heavy hauling].
Serve on site selection committees
Work closely with peers in Construction Services, Transmission Construction, Land Department, SCS, and project managers to accurately "scope" estimate requests.
Provide accurate preliminary estimates in a timely fashion in support of the solution team process.
Review and refine estimates of preferred alternatives prior to establishing a final project budget.
Solicit input from Grading Design Engineers, Line Design Engineers, Contractors, Project Managers, TMCs, and Construction Services to assisting in providing accurate estimates.
Solicit input from Line Construction and Right-of-Way organizations in estimating their activities.
Work closely with individuals in supporting the TEAMS system to ensure accurate estimates of equipment, material, labor, and total costs.
