Position Summary

ODOT13-0183oc - Eugene

The purpose of this position is to maintain a safe and efficient travel environment on Oregon roadways by initiating and clearing traffic obstructions on highways while ensuring ODOT staff and public safety and facilitating efficient traffic movement. This position has inter-disciplinary leadership responsibilities as a first responder and on-scene commander at accident and incident sites and will direct and interact with private, public and commercial vehicle operators daily. It also includes assessing, planning and implementation of District emergency needs.

This position is represented by the Service Employees International Union (SEIU/OPEU).

This position has high public exposure often during high risk, high stress traffic emergencies. Frequent incidents involving emergency conditions as a front-line responder requires extensive training and judgment in First Aid, Traffic Control, HazMat Procedures and Public Relations.

Employee will be required to use a vehicle to conduct business; you must possess and maintain a current, valid driver's license and be able to obtain a commercial driver's license, CDLA, within 6 months of hire.

Minimum Qualifications :

Two years of public contact experience, which included gathering, relaying and providing information to others; and evaluating activities or incidents and determining an appropriate course of action. One year of this experience must have included roadway/highway, bridge, sign or drawbridge maintenance operations or Public Safety work such as police, fire, emergency medical, incident responder, hazmat responder or towing.

NOTE: applicants will be required to possess a valid Commercial Driver's License OR must be able to obtain one within six months of hire.

Criminal Background and additional pre-employment check(s) as required for the position will be conducted on final candidates (could include Driver License, LEDS, and/or Education Verification).

Position Duties

Patrol road, highways, and freeways in specialist Emergency Vehicle to identify traffic hazards, develop removal plans and coordinate safe, expeditious hazard removal.

Provide minor road service assistance to motorists, clear disabled vehicles from travel lanes and coordinate tow requirements as necessary.

Provide immediate response to any incidents or hazardous situations that jeopardize the safe and efficient movement of traffic.

Provide on-scene leadership in situation assessment, traffic control, and coordination of incident response activities in adherence to Incident Command System.

Provide emergency medical assessment at accidents, call for medical response teams, and provide basic first aid as appropriate. Supervise removal of wreckage and debris, and coordinate clean-up activities.

Supervise containment and removal of hazardous materials (HazMat) resulting from motor vehicle accidents or other incidents on the highway system.

Assess incident impact on traffic flow and coordinate with Traffic Center operators to develop and implement emergency traffic controls to safely move traffic around the incident. Inform motorists using on-board and fixed message signs and media updates.

Clear hazardous road conditions, high water, debris and animal carcasses from travel lanes.

Initiate emergency road closures due to weather or natural disasters, coordinating with the Communication Center and Highway Maintenance Operations to restore safe conditions.

Maintain equipment, shop facilities, vehicles, and tools in clean and serviceable condition.
