Position Summary

This position is classified at the Transportation Operations Specialist level, however, we encourage candidates who meet the minimum qualifications of the Transportation Services Representative 2 level to apply (Salary $2662 - $3838 monthly). We may underfill the position until the selected candidate fulfills the minimum qualifications for the Transportation Operations Specialist level. Underfill training will not exceed 2 years.

The purpose of this position is to monitor and appropriately respond to recurring and non-recurring events on the state transportation system to ensure safety. The individual in this position will serve in a critical, front line position assisting a variety of agency customers, either by phone, radio or in person. This position coordinates communication between field units, local and county law enforcement, emergency services, State agencies and the public within a large geographic area encompassing multiple counties, cities and towns.

Decisions made in this position are dependent on the proper interpretation of information in a setting of multiple and simultaneous demands involving emergency situations and are often required without supervisor intervention. Quickly interpret information while dealing with multiple and simultaneous demands involving traffic hazards, weather events, crashes and other emergency situations, and determine priorities for required actions. Dispatch appropriate response team, maintenance personnel, tow company, and/or request emergency response/law enforcement response for incidents that occur on or along side of the state highway system. Determine the correct or appropriate course of action based on training, Standard Operating Guidelines, policies, instructions, and other job-related manuals or materials for routine, unusual, complex, or un-planned events when rapid reaction is critical and implement detour routes for long- term highway closures as needed. Create messages to provide information to the public via variable message signs, highway advisory radio, and ODOT’s traveler information system. Priority, accuracy and timeliness of actions impacts mobility and safety of the public using the highway system, safety of ODOT field personnel and other emergency response crews.

Must have and maintain a valid driver's license and an acceptable driving record.

Minimum Qualifications :

Two years of public contact experience, which included gathering, relaying and providing information to others; and evaluating activities or incidents and determining an appropriate course of action

AND

One year of this experience must have included receiving and dispatching emergency requests using radio equipment, telephone and/or computer

Successful completion of a Certified Emergency Communications Course may substitute for the one year of specialized experience

UNDERFILL OPTION - Transportation Specialist Representative 2

Three years of public contact/customer service experience which involved dealing with the public in-person or by phone providing information about services and programs. At least one year of this experience must involve explaining and interpreting rules, programs and procedures and explaining requirements and gaining compliance;

AND

Experience or training using computers to retrieve and input data.

Completion of an Associate’s degree will substitute for one year of the public contact experience.

Criminal Background and additional pre-employment check(s) as required for the position will be conducted on final candidates (could include Driver License, LEDS, and/or Education Verification).

Position Duties

· Receive all incoming telephone and radio reports, incident transfer of accidents, complaints, blockages and calls for general highway / traffic assistance, often dealing with irate, frantic or difficult people and enter them in to the Department’s computer assisted dispatch system, with clear accuracy.

· Use codes, maps and other resources to route information.

· Maintain computerized log of all telephone and radio communications requiring field response noting time, location, person calling and action taken; contribute information to the computer log of radio requests, noting time, location, person calling and action taken; contribute information to the computer log of incident reports and action taken.

· Receive telephone inquires and correctly interpret responses to same. Prioritize telephone calls for service in an efficient manner, routing information as it is obtained through the computer assisted dispatch system.

· Receive radio requests using multiple radio frequencies involving highway, police and other emergency services. Obtain and transmit information to field units; accurately log information and requests on Department computer assisted dispatch system.
