The Permit Analyst works in the Motor Carrier Transportation Division of ODOT located in Salem . The position interacts directly with the public to regulate, direct, or influence actions and conduct of motor carriers by providing research, investigation, analysis and interpretation of laws, rules, regulations, policies and procedures of the Oregon Department of Transportation. The position issues operating authority, permits, plates, vehicle registration and temporary credentials. Duties include serving as liaison to solve problems and educate the industry and public in all phases of motor carrier regulation.
Duties include responding to high-volume customer calls and may require work assignments at either the main office or working independently in a 24 hour call center facility including all shifts, holidays, weekends, and occasional overtime.
The positions are not represented by a union (Non-Union).

Minimum Qualifications :
Three years of public contact/customer service experience which involved dealing with the public in-person or by phone providing information about services and programs.
At least one year of this experience must involve explaining and interpreting rules, programs and procedures and explaining requirements and gaining compliance; AND
Experience or training using computers to retrieve and input data.
Completion of an Associate’s degree will substitute for one year of the public contact experience.
Preference Statement: Individuals with excellent customer service skills and experience in a 24 hour, high-volume call center are preferred.
Note : Candidates will be given a data entry typing test at time of interview.
Criminal Background and additional pre-employment check(s) as required for the position will be conducted on final candidates (could include Driver License, LEDS, and/or Education Verification).

Interviews drivers, carriers, lessors or other appropriate individuals by phone or in person. Analyze interview information as well as available documents and computer records.
Interprets carrier information to determine if requirements have been fulfilled and are in compliance with motor carrier regulations.
Determines the type of tax and/or registration the client needs. Explains available options and the associated requirements. Assists clients in completing detailed application forms.
Independently analyzes, investigates, approves and processes applications for ODOT authority or established accounts after all requirements have been met to ensure accuracy and statutory compliance.
Conducts the research necessary to respond to inquiries. Provides ongoing education to motor carrier industry, the general public and other agencies, including law enforcement.
Determines when an over-dimension or overweight permit is required and issues when appropriate.
Process payments using on-line computer systems. Create transmittals and balance money and reconcile documents to revenue. Verify accuracy of credit card receipts and transmit them electronically to the bank.
