Job Description :
Under the direction of the Pediatric Infectious Diseases Division Chief and Department of Pediatrics Administrator, the UF CARES Administrator is responsible for the overall administrative management and operation of the division of Pediatric Infectious Diseases/UF CARES and oversees all personnel, clinical, research and budgetary aspects of the program. The position represents the organization to the public and ensures that the duties and goals of the program are fulfilled. Provides direction and leadership in formulating and achieving UF CARES philosophy and mission, strategic direction, and the goals and objectives of the program. Responsible for identifying and responding to funding opportunities and all local, state and federal requirements for UF CARES.
Handles all aspects of human resource management for approximately 70 employees including but not limited to, hiring and termination, developing position descriptions, assigning and directing work, performance development, and assisting managers with personnel and disciplinary actions.
Collaborates with Division Chief and leadership on program strategic planning & development, including identification of ongoing and new funding sources.
Responsible for over 15 federal, state, and local grants and contracts management including negotiating agreement terms that reflect the needs of the program and the organization, coordinating with appropriate legal advisors to finalize agreement terms; monitors progress of agreements and maintains agreement documentation to ensure fulfillment of agreement terms including program deliverables.
Oversees the organization’s financial operations and budgetary process and ensuring that sound financial controls are in place; works closely with the Director of Finance to maintain the organization’s current and future financial and administrative well-being;
Ensures program and clinical operations function in accordance with organizational, local, state and federal requirements.
Advises and assists in the planning, directing and reporting of the activities of the programs administered by the research services areas ensuring compliance with Sponsor, IRB and regulatory requirements.
Ensures ongoing programmatic excellence, rigorous program evaluation, and consistent quality of finance & administration, research, communications and systems; and recommend timelines and resources needed to achieve strategic goals.
Coordinates the development, implementation, and interpretation of operating policies and procedures.
Develops and recommends policies relating to the client care and treatment programs.
Demonstrates ability to work effectively with advocates from various communities, agencies, policy makers, the media, health care providers, government representatives, researchers, clients, and volunteers, among others.
Participates in Ryan White City of Jacksonville Health Planning Council and related committees. Participates in various organizational management meetings and committees.
Minimum Requirements : Master’s degree in an appropriate area of specialization and four years of appropriate experience; or a bachelor’s degree in an appropriate area of specialization and six years of appropriate experience.
Preferred Qualifications : Master’s degree in an appropriate area of specialization and six years of appropriate experience; or a bachelor’s degree in an appropriate area of specialization and eight years of appropriate experience. For some positions assigned to this class, special qualifications may be added to the minimum, such as professional registration or certification, or medical credentials. Three to five years progressively responsible administrative experience in project and personnel management, and management of clinical and non-clinical staff. At least 3-5 years experience in the field of HIV /AIDS including grant and fiscal responsibility. Demonstrated ability in application of organizational/communication skills, CQI implementation and leadership.
