As a member of the Executive Team, the Vice President Finance is a key contributor in setting the vision and strategic priorities of the organization. The Vice President Finance, who reports directly to the President/CEO, oversees and manages all aspects of financial administration, investments and information systems for the agency. He/she will provide leadership for VOA Texas' business operations and strategic initiatives, and lead the development of policies which ensure their implementation. As a collaborative leader, the Vice President Finance will work with and across all departments and the Executive Management Team, to find ways to support our programs in their work to provide services to our clients and to the community.

Primary Responsibilities:
Drives the execution of financial administration for the Agency in a manner consistent with the needs of the programs and in compliance with all regulatory, licensing, and accreditation requirements:
Plans, develops, organizes, implements, directs and evaluates the organization's fiscal function and performance.
Monitors monthly financial operations, prepares analysis and reports, and gives guidance to executive and operating staff. Works closely with operations staff on issues that affect financial outcome. Prepares specific recommendations.
Provides strategic financial input and leadership on decision-making issues affecting the organization; i.e., evaluation of potential alliances acquisitions and/or mergers and pension funds and investments.
Evaluates and advises on the impact of long-range planning, introduction of new programs/strategies and regulatory action.
Advises from the financial perspective on any contracts into which the corporation may enter.
Participates in the development of the corporation's plans and programs as a strategic partner.
Maintains good working relationships with auditors, bankers, investment counselors, attorneys and other professional advisors.

Financial Operations:
Optimizes the handling of bank and deposit relationships and initiate appropriate strategies to enhance cash position.
Develops a reliable cash flow projection process and reporting mechanism that includes minimum cash threshold to meet operating needs.
Coordinates Agency's risk management, including securing adequate insurance coverage.
Oversees and certifies the annual audit and meets periodically with the outside auditors to maintain communications and keep them informed of changes within the organization. Ensures that current accounting standards and legal requirements are met.
Develops and implements purchasing policies and procedures.

Financial budgeting and planning:
Develops credibility for the finance group by providing timely and accurate analysis of budgets, financial reports and financial trends in order to assist the Board and President/CEO in performing their responsibilities.
Oversees the development of the annual operating budget, including all cost center budgets. Works closely with staff to ensure that budgets are well-planned, realistic, and prepared in a timely manner.
Leads and facilitates monthly forecast reviews with administrative and program staff.

Ensures effective hiring and supervisory practices:
Collaborates with the VP Human Resources to develop effective selection, supervisory and development practices.
Evaluates the finance department structure and team for continual improvement of the efficiency and effectiveness.
Assures timely completion of performance appraisals and development plans.
Contributes to the professional and personal growth/development of staff.
Contributes to the development and use of training and coaching programs.
Builds cross functionality among service team members and establishes succession planning.
Identifies and builds leaders within the agency.

Support of the Board:
Works directly with assigned committee(s) of the board to build volunteer relationships, develop policies, monitor their implementation and meet the related needs of the board.
Assures timely and thorough support of Chairs and Directors.
Informs the CEO of progress and related matters of the Board.
Attends all Board meetings as requested.

Executive Leadership and Administration:
As a member of the Executive Team, provides input and direction to the formulation and leadership to the achievement of the corporation's mission, strategy, and objectives.
Upon legal review and where authorized by the President, the Vice President Finance may sign bonds, contracts or other instruments to be executed, except in those instances where approval of others or the signature of others is expressly required by the Articles of Incorporation, by the Bylaws, by any law of the State of Texas or by funding agencies.
Develops performance indicators and measurement systems for tracking strategic plan objectives.
Enhances and/or develops, implements and enforces policies and procedures of the organization by way of systems that will improve the overall operation and effectiveness of the corporation.

Qualification Requirements:
Bachelors Degree in Accounting or Finance, with CPA, plus five years of accounting/ finance experience. Masters Degree preferred.
Five years prior experience in a management and planning capacity.
In-depth knowledge of generally accepted accounting principles. Proficiency with computerized financial spreadsheets. Supervisory skills and good Human Relations skills required. Preferred: Health Care sector or Human Services sector experience.
Knowledge of Information Technology (IT), including experience with outsourced IT providers, system selection, new system implementation and project management.
Valid Texas Drivers License (Must be received within 30 days of employment) and ability to be insured; valid Vehicle Liability if driving personal vehicle.
