The University of Illinois at Chicago invites nominations and applications for the position of Vice Provost for Budget and Resource Planning/Associate Chancellor . UIC, a major urban research university with an all funds operating budget of $2.1 billion, serves over 28,000 students comprising what is among the most diverse student bodies in the nation with 15 colleges, the University Library and 13,000 faculty and staff.

Reporting to the Provost and Chancellor and with joint responsibilities, the Vice Provost for Budget and Resource Planning is responsible for setting operating budget priorities, leading the annual campus budget process, preparing and coordinating development of annual and multi-year funding models and analysis.

Duties:
Key Responsibilities include:

· Serve as the Provost’s and Chancellor’s primary financial advisor, helping to set operating budget priorities and multi-year plans.

· Serve as a member of the Provost’s and Chancellor’s leadership team, setting operating budget priorities for academic and administrative units and helping to integrate budget, finance, resource allocation considerations into the on-going academic planning efforts to facilitate achievement of their unit’s goals.

· Provide leadership in ensuring that decisions are made based on careful analysis of institutional data ensuring integrity of institutional data. Foster the continued development of a culture of evidence through the strategic use of Institutional Research.

· Work with the Provost and Chancellor to consult on recommendations with various campus bodies such as Financial Aid Working Group, Space Planning Committees, Strategic Facilities Planning Group, Deans Council, Student Tuition Advisory Committee, and others.

· Lead the annual budget process, including modeling allocation scenarios and preparing budget guidelines and allocation letters.

· Serve as chief physical resource officer for campus, providing oversight for campus space planning, utilization and distribution.

· Manage three departments, Budgeting and Program Analysis, Office of Institutional Research and Facilities and Space Planning (jointly with Vice Chancellor for Administrative Services) with a staff of twenty.

Qualifications:
Key Job Knowledge and Skills, Education, Experience includes:

· Master’s degree in business, social science, public administration, or other related fields is required; PhD preferred. Faculty experience is preferred but not required.

· Minimum eight years of experience managing higher education or public finance and space administration programs with extensive knowledge of federal regulations governing these programs. Familiarity with healthcare, medical school and/or hospital preferred.

· Specific experience with complex budgeting, financial modeling, space utilization, institutional research and computerized information systems.

· Strong budgeting, fiscal management and analytical skills. Strong communication, management and leadership skills; experience as a university lecturer, researcher or professor helpful.

· Demonstrated understanding and appreciation for a consultative and collaborative approach to planning and management that matches the culture and values of a large public Tier One research university.
