MINIMUM QUALIFICATIONS: For permanent appointment candidates must be reachable on the Civil Service eligible list for Vocational Rehabilitation Counselor Assistant, Spanish Language OR have one year of permanent competitive or non competitive 55B/C service as a Vocational Rehabilitation Counselor Assistant Spanish Language OR have one year of permanent competitive service in a title eligible to transfer under Section 70.1 of the Civil Service Law. For provisional appointment, candidates must currently be a New York State Employee and possess either a Bachelor’s in vocational rehabilitation, social work, counseling, or psychology; OR a Bachelor’s degree and one year of qualifying experience; OR 60 semester college credit hours and two years of qualifying experience; OR Four years of qualifying experience. Candidates must be able to demonstrate proficiency in Spanish Language.
Qualifying experience: In order for the experience to be considered qualifying, the primary responsibilities of a position must have involved professional or paraprofessional duties in one of the following areas:
Either A. providing direct services beyond routine personal care or supervision to physically, mentally or learning disabled adults or adolescents in a rehabilitation program or facility (Examples include casework, counseling and the development of independent living skills);
Or B. providing vocational or educational services to disabled adults or disabled adolescents in the areas of assessment, counseling, job coaching, guidance, placement or job development.
CONDITIONS OF EMPLOYMENT: These will be a permanent or provisional appointment.

The New York State Education Department’s Office of Adult Career and Continuing Education Services- Vocational Rehabilitation (ACCES-VR) is seeking to fill a Vocational Rehabilitation Counselor Assistant, Spanish Language position in the Queens District Offices. Filling these positions is contingent upon Division of the Budget approval. The incumbent of this position will perform a variety of paraprofessional tasks to assist Vocational Rehabilitation Counselors in placing individuals with disabilities in employment. Major responsibilities include, but are not limited to:
• Conducting intake interviews, reviewing eligibility for financial assistance and monitoring training records;
• Verifying employment, which may require site visits to rehabilitation facilities, schools and training centers;
• Authorizing necessary medical diagnostic examinations;
• Preparing financial and statistical records and reports;
• Preparing routine correspondence to consumers and their families, vendors and other agencies concerning consumer status and progress; and
• Scheduling needed transportation, TTY telephone connections, interpreters, readers and independent living services for disabled consumers.
