To provide nutrition assessment, education and counseling; to participate in voucher issuance; to make referrals to educational, medical, social and other community services; to perform technical work assisting in carrying out the nutrition and Women, Infant and Children (WIC) Programs of the Public Health Department; and to perform related duties as assigned.

Examples of Work Performed:
• Obtain information from applicants to the WIC Program to determine eligibility; accurately enter information collected onto WIC computer forms or directly into the computer.
• Perform health and nutrition screening tests according to standard procedures including: take height/weight measurements and assessing measurements according to growth grids, standard weight charts, and pregnancy weight gain grids; perform hemoglobin blood test; complete and evaluate a health history form to aid in identifying risk factors; complete a dietary assessment; complete a child health survey listing M.D. and immunizations if available.
• Assess the participant's health and nutrition status based on nutrition screening; assign WIC risk codes and priority; and record test results, risk codes and priority into the computer system.
• Make and document any/all referrals made to appropriate community agencies; immunization clinic and/or health care provider in the participants chart.
• Develop and implement individualized patient care plans for participants based on information gathered from the health and nutrition screening.
• Monitor and re-evaluate participants' health and nutritional status on an ongoing basis.
• Provide nutrition education to all participants; teach participants how they can change their diets to be healthier; and assist participants in goal setting to achieve a positive change in food habits.
• Determine appropriate food package for participants based on assessed needs through health and nutrition screening.
• Issue regular vouchers (via computer and manually) as well as special vouchers; pre-approved special formula and extra foods for exclusively breast feeding women.
• Maintain voucher log, educate participants on the use of vouchers, and practice voucher security within the department.
• Provide breast feeding promotion, education and support to pregnant women.
• Explain WIC program policies, procedures, rights and responsibilities to WIC participants.
• Assist with clerical duties such as, but not limited to: filing; data entry; appointment scheduling; record in participants' charts; handle phone calls; assist clinic coordinator; and provide basic clinic information over the phone.
• Assist in the training of new WIC Nutrition Educators by orienting them to clinic procedures.
• Use bilingual or multilingual language skills to serve participants and the public as needed.
• Drive and transport nutrition equipment to and from clinics or off-site presentations.
Education: Completion of an Associate Degree program in Dietetic Technology and registered or eligible to be registered as a Dietetic Technician by the Commission on Dietetic Registration.
Substitution for Education Requirement: The following options may substitute for the education requirement: (a) Licensed Practical Nurse currently licensed by the State of Minnesota; (b) Bachelor's Degree in Nutrition Sciences, Community Nutrition, Clinical Nutrition, Dietetics, or Public Health Nutrition from a college or university accredited by the Association of Colleges and Schools; or (c) Bachelor's Degree in Home Economics with emphasis in nutrition as defined by the Minnesota Department of Health WIC Program; (d) any other nutrition related Bachelor's Degree acceptable to the State WIC Program: or (e) six months experience as a St. Paul/ Ramsey County WIC Nutrition Educator Trainee. (No substitution for education allowed.)
Other: (1) Within 30 days of employment, an employee shall enroll in the State WIC Self-Study Course and pass the final examination within six months of the starting date. (2) Fluency in English and Hmong. (3) Valid driver's license may be required for some assignments. (4) If minimum qualifications are met by completion of Associate Degree in Dietetic Technology, must be registered as a dietetic technician by the Commission on Dietetic Registration before the end of the probation period.
