The City of Salem is looking for a Crew Leader for Water Distribution, Maintenance Section. The position will be primarily responsible for leading a crew that installs new permit generated water services, and performs water distribution system repairs or maintenance. The Crew Leader will coordinate with contractors and city inspectors to relocate and relay water services for projects, and update the new equipment, locations, or services in the asset management data base.
This is skilled lead maintenance work in one or more areas in Public Works utility systems or other related City facilities involving large installations, maintenance, repair, and construction activities or coordination of a service related to one or more areas such as water distribution, street right-of-way improvement, sidewalk or traffic control systems, sewer collection systems, or stormwater collection and drainage systems.
Work involves responsibility for directing skilled work in one or a variety of areas of maintenance, repair, and construction of utility systems or other City facilities. Where work is more routine, there is a greater responsibility. This class is distinguished from the PW Maintenance Operator II by the of ongoing responsibility to direct a crew and be responsible on an ongoing basis for the accomplishments of the crew, responsibility on an ongoing basis for planning daily assignments for crew members, the greater requirement for the application of technical expertise in the utility maintenance, utility systems, infrastructure maintenance, or facility maintenance in area of assignment and responsibility of notifying homeowners, businesses, or other stakeholders of impending work or road closures or service outages as a result of that work.
The work of this classification is distinguished from that of a PW Project Leader by the absence of ongoing responsibility of managing large scale projects or projects of a small to medium scale occurring simultaneously at several locations throughout the city involving greater skills, complexity, and consequence. Examples of larger projects performed by Project Leaders include main relocations, major line realignments, major ditch or creek projects, large paving jobs, major striping projects, or major concrete sidewalk installations, or projects at multiple locations occurring simultaneously.
SUPERVISION RECEIVED AND EXERCISED
The PW Crew Leader has responsibility for the leadership of an assigned crew and job site safety. Regularly provides directions and leadership to seasonal staff, other career staff, or inmate labor. This position may receive general work direction from a PW Project Leader. Receives supervision from Public Works Field Supervisor. Full supervisory responsibility for crew performance remains with the PW Field Supervisor.
ESSENTIAL JOB FUNCTIONS

Directs a small skilled crew in the routine maintenance, repair, and construction of one or more areas in Public Works utility systems or other related City facilities involving large installations, maintenance, repair, and construction activities or coordination of a service related to one or more areas such as water distribution, street right-of-way improvement, sidewalk or traffic control systems, sewer, or stormwater.
Plans materials, supplies, equipment, and personnel needed to complete assignments. Monitors progress of work at site and resolves field problems as they occur. Interprets maps, diagrams, written instructions, and specifications in completing work assignments. Prepares or reviews for accuracy information concerning time, materials, and personnel time records. Updates maps and computer databases as needed. Retrieves information from computer records and other files to determine condition or location of facilities.
Performs related work as required
Taps mains for new services, relocates mains and appurtenances, and identifies and repairs leaks in service lines, services, relays, and hydrants etc. Determines schedule of fire hydrant maintenance, well maintenance, and water reservoir cleaning and maintenance.
Directs and performs work in street repair; open channel cleaning; sidewalk and bridge inspection and renovation; culvert and erosion protection maintenance and cleaning; sign and post installation and repair; street marking; grass and weed containment; curb replacement and repair; street patching; guardrail maintenance; ice and snow control; maintenance of gates, basins, and roadbed grading; and street and sidewalk cleaning.
Directs a small skilled crew in the routine maintenance, repair, and construction of sewer lines, including grouting, and storm drain lines and basins. On occasion, directs the television inspection of sewer lines, documenting irregularities. Taps sewer lines for new services, relocates utility service lines, and realigns manhole covers or caps former service line access. Installs a variety of vaults and manholes, realigns service access, and performs other related services. Conducts open channel drainage cleaning at multiple locations. Determines schedule of video taping of service lines. Identifies storm drain lines, basins, and grates for realignment, cleaning, or replacement, and implements the necessary work orders. Leads crews in flow monitoring activities to include rain gauge maintenance, storm sampling, permanent and portable ADS monitor installation, removal, calibration, and monitoring.

Occasionally, operates other construction equipment such as bucket or crane trucks and large street sweepers, etc. Infrequently operates graders, caterpillars, tractored crane trucks, etc.
Personal Protective Equipment include:
Arc flash coveralls/coats, arc flash face shield, barricades, confined space equipment, ear protection, face shield, fall protection, gas detectors, gloves, hard hats, protective eye wear and/or goggles, rubber boots, rubber insulating gloves, safety cones, safety vest, shoring, steel toe/heat resistant boots.
High school graduation or GED, trade or professional training in area of specialty;
And three years experience involving the construction, installation, maintenance, and repair of public improvements area of discipline or other facilities within specific area of assignment, including some lead responsibilities,
OR any equivalent combination of experience and training which provides the following knowledge, skills, and abilities:
Possession of a valid Oregon Class A commercial driver's license with appropriate endorsements and the ability to meet City driving standards.
A State Water Distribution Operator II certificate is desirable for some work assignments, Other occupational licenses or certificates as mandated by State or Federal regulations.
KNOWLEDGE AND ABILITIES
Considerable knowledge of the appropriate materials, methods, procedures, tools, and equipment appropriate to the operational area or specialty to which assigned.
Knowledge of the occupational hazards involved and the safety precautions necessary in area of work assignment and of traffic control signing and flagging.
Skill in the performance of a variety of maintenance tasks related to water distribution systems.
Skill in the operation of a variety of equipment and machines used in the work.
Ability to make material and personnel estimates, interpret plans and specifications, keep records, and make reports.
Ability to plan and organize work and direct the work of others.
Ability to perform a variety of assigned skilled duties and change from one project to another without loss of efficiency or quality.
Ability to perform a variety of craft trades such as carpentry, painting, utility construction and maintenance.
Work is generally performed in a field setting in all types of weather and field conditions from urban high traffic areas to open fields often involving work at heights or subterranean locations. The nature of the work often requires availability to respond during off-duty hours, in the evenings or on weekends. Work frequently involves moving from one physical location to another and performing physical tasks requiring bending, stooping, moving equipment and tools, with agility sufficient to perform maintenance, repair, or construction tasks under varying weather conditions and in confined spaces. Work involves exposure with safety precautions to sewage, dust, dirt, solvents, cleaners, lubricants and other chemicals related to work assignment area. Work may require the use of modern office equipment such as a personal computer.
Position requires availability for standby duty during non-work hours.
