This is professional work in the development of automated management information systems. This work is characterized by the independent application of professional skills in providing standardized developmental activities, and serving as a contributing member on more diverse team efforts. This position’s focus will be on writing programs in various technologies and languages to integrate a wide variety of applications. This position will also provide software support for those applications. This position will report to the IT Applications Development Manager or a designated Team Leader and will work as part of an integrated Application Development Team, with general to close supervision.
Applicants who have less than the Training and Experience requirements listed below (i.e. those with an associate's degree and no professional experience, or those graduating in December 2012 with an assoicate's degree) may be considered for this position in a Trainee capacity and would be hired at a reduced starting salary commensurate with their experience and salary advancement would be defined at the time of hire.

Examples of Duties and Responsibilities:
Work with project leaders and customers to define requirements for applications. Analyze and translate application requirements into design specifications. Perform software design, construction, testing, and analyze impact of functional changes to systems. Research and evaluate application problems on production systems. Participate on internal teams to improve departmental programs and services. Ensure designs are compatible and in alignment with the practices and goals of the department and the city.
Perform related work as assigned.

Minimum Qualifications:
Knowledge, Skills and Abilities:
Knowledge of professional software engineering best practices for the full development life cycle, including coding standards, code reviews and testing. Knowledge of HTML, CSS, AJAX and emerging presentation technologies. Knowledge of and skill in PHP, SQL relational database (MySQL), Web and n-tier applications and related issues, and Windows desktop OS. Skill in analyzing and problem solving. Ability to resolve problems in a timely and effective manner, and to maintain an awareness of project deadlines and communicate project status, risks, and other issues. Ability to multi-task and prioritize responsibilities. Ability to problem solve, apply logic, and perform process identification and systems thinking. Ability to effectively communicate with users, other technical teams, and senior management to collect requirements, describe software features, technical designs, and project solutions. Ability to evaluate software and recommend purchase. Ability to learn and resolve problems associated with integrating new emerging technologies with current systems. Ability to communicate effectively orally and in writing. Ability to develop and maintain effective working relationships with internal staff and staff of other agencies. Ability to effectively participate in team efforts to improve/develop departmental programs and services. Ability to exercise judgment and discretion in completing assigned tasks. Ability to determine customer needs and define the scope of projects. Ability to maintain adequate attendance.

Technical Skills and Experience:Experience/knowledge in the following areas is preferred:
Scripting languages, such as PHP, ColdFusion, .NET.
SQL relational database skills (MySQL).
HTML, CSS, browser compatibility issues and web development applications.
Database driven websites and an understanding of database integration.

Training and Experience:
Possession of a Bachelor's degree from an accredited college or university with a major in computer science or a related field or possession of a related Associate's Degree and 2 years of directly related experience in web development. Other combinations of training and/or experience that can be demonstrated to result in the possession of the knowledge, skills and abilities necessary to perform the duties of this position will also be considered.

Physical Requirements :
Work is primarily sedentary in nature and performed in an office environment. Employees will be expected to use standard office equipment such as a telephone, computer, calculator, copier, and fax machine.
