The Workforce Development Program Instructor must have the requisite knowledge of hull, structural, mechanical, and electrical engineering principles along with detailed knowledge of work in the Ship Building Specialist skill set. Must be familiar with the operations, production and business practices associated with short and long term surface ship maintenance.

Required Skills
  • Knowledge of project management principles. This would include but not limited to planning, organizing, directing and controlling organizational resources in order to meet goals and objectives.
  • Strong risk management skills and the ability to create timely mitigation plans that keep critical path tasks managed to support on time execution.
  • Ability to interact with multiple maintenance activities and teams and effectively communicate technical information with all levels of personnel (Government, Military and civilian).
  • Knowledge of Technical Authority instructions and processes.

    Ship Scheduler
    Work Item Developer
    Production Planner
    Production QA
    Negotiating skills/experience, particularly with contract proposals
    Understand contracting terminology
    Experience in waterfront maintenance leadership positions, such as Project Manager, (for minimum of 5 years) would be a big plus to rounding-out experience in dealing with SBS-related matters
    Waterfront maintenance experience in some form/role is essential
    Naval Engineering experience/background also a big plus
    Skill sets and equivalent experience as Marine Surveyor, Ship Scheduler, Estimator, Progressman, Production Planner, Production QA, Work Item Developer
  • Ability to read and understand contract language and have negotiation experience
  • Must have working knowledge and complete understanding of work associated with complex engineering projects, testing, and repair processes.
  • Conduct independent engineering studies, investigations, research, and analysis in support of short and long term engineering projects.
  • Interpret, select, adopt and apply engineering guidelines, principles and practices to solve technical problems.
  • Provide or coordinate resolutions for technical issues.
  • Prepare and develop engineering reports and correspondence to be briefed at the Flag/SES level.
  • Initiate and implement process improvement initiatives. This requires detailed knowledge of engineering technical details, production processes, and ships systems.
  • Prepare and perform “Root Cause Analysis” including critiques and trend analysis.
  • Skilled in analyzing complex engineering/technical problems and other factors.
  • Knowledge of Technical Authority instructions and processes.
  • Excellent communications and interpersonal skills.
  • Must be able to facilitate large teams from diverse occupations.
  • Must be able to work independently, attentive to detail and able to multi-task in challenging work environments.
  • Must be knowledgeable of Quality Assurance processes and procedures.
  • Must be knowledgeable of the Joint Fleet Maintenance Manual and NAVSEA standard items.
  • Ability to coordinate and facilitate meetings with other government and support activities including RMCs, NAVSEA, TYCOMs, other contractors, and industry related entities.
  • Ability to provide subject matter expertise at conferences and status meetings.
  • Must be familiar with the use of Word, Excel and Power Point.
Required Experience Previous training experience is highly desired, particularly the ability to explain and demonstrate instructional material, and the ability to communicate effectively with students

10 to 15+ years experience

Must also be able to obtain and hold a security clearance (Secret desired, but at least Confidential) for access to government facilities and a CAC Card

Must be willing/able to travel
