This position is located in the Office of the Secretary (OS), Department of Health and Human Services (HHS), in Washington, DC.

KEY REQUIREMENTS

U.S. Citizenship is required.

Background investigation required. DUTIES:
Writers and editors research, analyze, distill, and present information either in a variety of fields or, with a broad and non-specialized approach, in a single field. They communicate Information for such purposes as: (1) articulating policy; (2) making public reports on the activities and plans of agencies; (3) explaining the laws agencies administer to those affected, especially concerning their rights and obligations; (4) reporting the results of research and investigations; (5) announcing regulations; (6) providing training and operating manuals for the use of employees; and (7) interpreting themes and conflicting points of view in expository narratives. The materials they present ordinarily report and explain factual information, and often interpret it in such a way as to make it clear without sacrificing completeness and accuracy.

QUALIFICATIONS REQUIRED:
For the GS-9 Grade Level:
A. Have one year of specialized experience, equivalent to the GS-7 grade level in the Federal service, gathering background information for research; working with authors; editing and writing materials for publication.

OR

B. Have a master's or equivalent graduate degree in any field of study, or two full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., if related from an accredited college and/or university. An academic year of graduate education is considered to be the number of credit hours that the school attended has determined to represent one academic year of full-time study. This determination is made based on normal course loads for a full year of study in the graduate program. If that information cannot be obtained from the school, 18 semester hours or 27 quarter hours will satisfy the one year of full-time study requirement.

OR

C. Have a combination of experience as described in "A" above and graduate level education as described in "B" above. To combine education and experience, determine the applicant's total qualifying experience as a percentage of the experience required for the grade level. Then determine the applicant's education as a percentage of the education required for the grade level. Finally, add the two percentages. The total percentage must equal at least 100 percent to qualify.

For the GS-11 Grade Level :
A. Have one year of specialized experience, equivalent to the GS-9 grade level in the Federal service, assisting in the research and analysis of documents for publication; gathering and checking the accuracy of information by research; and providing assistance and updates to authors.

OR

B. Have a Ph.D or equivalent doctoral degree in any field of study or three full years of progressively higher education leading to such a degree or LL.M. if related from an accredited college and/or university. An academic year of graduate education is considered to be the number of credit hours that the school attended has determined to represent one academic year of full-time study. This determination is made based on normal course loads for a full year of study in the graduate program. If that information cannot be obtained from the school, 18 semester hours or 27 quarter hours will satisfy the one year of full-time study requirement.

OR

For GS-12 Grade Level:
Have one year of specialized experience, equivalent to the GS-11 grade level in the Federal service, writing and editing products; interpreting and explaining complex policies, programs, and researching findings; interviewing and/or observing subject matter experts.

Foreign Education: If you are using education completed in foreign colleges or universities to meet the qualification requirements, you must show that the education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university. Conditions of Employment:
1. Security and Background Requirements: If not previously completed, a background security investigation will be required for all appointees . Appointment will be subject to the applicant's successful completion of a background security investigation and favorable adjudication.
